Today, a session of Syrian-Russian talks was held in Moscow, chaired by the Chairman of the Joint Syrian-Russian Committee, Mansour Azzam, Minister of Presidency Affairs, and Eric Fezulin, Minister of Construction, Housing and Public Utilities.

The in-depth discussions dealt with an assessment of the reality of economic cooperation between the two countries in various fields and sectors, where they reviewed trade exchange between them at the level of both the public and private sectors, and possible ways to increase the volume of this exchange in line with the desire and direction of those in charge of economic activities on both sides in light of the successive successes that have been achieved. Achieving them in terms of linking the markets of the two countries, where it was emphasized that many difficulties and challenges, whether internal, administrative, regulatory, and legal, or external ones related to the unjust and unilateral measures imposed on both countries, have been overcome.

They discussed joint customs and tax arrangements and facilities taken by the two sides to simplify trade exchange procedures and increase economic feasibility for all concerned parties.

The joint investments enjoyed a wide area of ​​the meeting’s discussions, as the two sides noted the success of many joint companies in putting investments into practice and starting production, which gives encouraging push messages to the rest of the companies and investments with the possibility of strengthening efforts and accelerating the implementation of investment contracts in a way that enhances the chances of achieving self-sufficiency among countries’ markets. friendly, away from the discriminatory and restrictive measures imposed by some Western countries.

The two sides welcomed the finalization of the agreement to expand economic and trade cooperation between the two countries, and it was agreed to sign it during the next meeting of the joint committee as soon as possible. This agreement will ensure the provision of a suitable work environment for companies to carry out economic and service investment projects that contribute to improving economic and social development indicators.

In addition, the discussions focused on joint efforts to invest in the energy file, whether with regard to the oil and gas sector, or with regard to the electricity sector, as the current investment reality in energy projects was assessed, some of which entered into production recently, while a number of others are being prepared to be put into service soon. In a way that contributes to improving the indicators of this sector, enhancing its productivity and the productivity of other related sectors, especially the domestic, agricultural and industrial sectors.

During the talks session, cooperation in the agricultural and industrial fields was also discussed, as several Russian companies expressed interest in entering the agricultural investment market, in both its plant and animal parts, as well as in the agricultural industries sector, especially in the field of fertilizer industry, by making use of the raw materials available in Syria on the basis of form of phosphate ores.

The health and education sectors also enjoyed ample space for discussions, especially the follow-up of procedures for regulating cooperation in them through agreements and protocols that are being finalized in preparation for signing them as soon as possible, allowing the exchange of health and medical products such as medicines and equipment that enjoy a high degree of reliability and effectiveness.

During the meeting, which witnessed a wide and distinguished presence of representatives of Russian companies, the opportunities for cooperation and investment in Syria and the business environment provided by investment laws, especially the provisions of Investment Law No. 18 of 2021, were evaluated.

The two sides agreed to hold the thirteenth session of the Syrian-Russian joint committee for economic, commercial, scientific and technical cooperation, at the end of the first month of next year, especially since the challenges and changes taking place in the world require, more than ever before, coordination and permanent consultation between all relevant activities between the two friendly countries.

Dr. Kinan Yaghi, Minister of Finance, Dr. Qais Khader, Secretary-General of the Presidency of the Council of Ministers, Dr. Bashar Al-Jaafari, Syrian Ambassador to Moscow, and Dr. Mona Al-Saeed from the Presidency of the Republic participated in the talks session.

Yesterday, the Syrian delegation held an introductory session of talks with the relevant officials of the Russian Ministry of Finance, headed by the Minister of Finance. The discussions focused on creating appropriate legal, financial and customs conditions to facilitate and simplify procedures for economic, commercial and investment cooperation in particular.
