Dundee: Security Council meetings on Syria are useless without stopping support for terrorism, ending the illegal military presence, and lifting coercive measures

Syria affirmed that the meetings of the Security Council to discuss the situation there remain useless unless the basic challenges of terrorism are addressed, the need to stop its support and financing, an end to the illegal US and Turkish military presence, an end to the repeated Israeli aggressions and the immediate lifting of unilateral coercive measures.

The Deputy Permanent Representative of Syria to the United Nations, Dr. Al-Hakam Dandi, said during a session of the Security Council today on political and humanitarian affairs in Syria: The council's discussion of political and humanitarian affairs and other topics in Syria is repeated in up to four sessions every month, and it seems that this has become the case for some representatives of countries The members of the Council are just a waste of the Council's time and resources, especially since they still insist on ignoring dealing with the basic challenges facing Syria, represented in particular by terrorism and the continuous attacks on Syrian territory and the exacerbation of the catastrophic suffering of the Syrian people caused by the unilateral coercive economic measures.

Dendy explained that the Turkish regime forces and its mercenaries from terrorist organizations launched a series of attacks a week ago on areas in northern Syria, claiming the lives of a number of civilians and military personnel, and causing severe damage to service facilities and civilian structures in those areas, in flagrant violation of the principles of international law, international humanitarian law and the Charter of the United Nations. He pointed out that Syria, while condemning in the strongest terms these attacks, affirms that the pretexts used by the Turkish regime to justify them have become exposed and no longer deceive anyone, especially in light of its continued support and sponsorship of terrorist organizations to this day, “ISIS” and “Al-Nusra Front.”

Dendy renewed Syria's demand to the Security Council to oblige the Turkish regime to immediately end its illegal military presence on its territory, and not to ignore the continued illegal presence of US forces on Syrian territory and its support for militias in the north-east, which represents another violation of the United Nations Charter and of Syria's sovereignty, unity and territorial integrity.

The Deputy Permanent Representative of Syria to the United Nations pointed out that the silence of the Security Council on the continued Israeli occupation of the Syrian Golan and the brutal practices it is carrying out against its people, which go hand in hand with the destructive role played by the United States and Turkey on the Syrian lands, encouraged “Israel” to escalate its attacks on the Syrian lands. Including on civilian facilities, which causes civilian and military casualties and threatens a serious escalation of the situation in the region.

Dendi indicated that, in parallel with the course of combating terrorism, Syria has pursued the path of local settlements and national reconciliations, and has taken many important measures, including amnesty decrees, the latest of which is Decree No. 7 of 2022, which was comprehensive in terms of its scope and the nature of its treatment of terrorist crimes, in an effort by the state to restore the situation to normal. And the strengthening of national unity, which contributed to the return of many Syrians to their normal lives, but surprisingly, despite all this, there are still those who insist on ignoring the achievements that Syria has achieved in this field.

Dundee indicated that Syria has dealt positively with the initiatives related to resolving the crisis, which are based on Syrian ownership and leadership and without external interference, and stresses in this regard that the Special Envoy of the Secretary-General of the United Nations must maintain his role as a facilitator in accordance with the mandate given to him.

With regard to improving the humanitarian situation, Dundee affirmed that Syria is making all possible efforts to ensure the provision of assistance to all its citizens without discrimination, to improve their living conditions and to provide them with basic services. Humanitarian work in Syria, adherence to the guiding principles that govern it, and the implementation of its commitments regarding providing the necessary funding for the humanitarian response plan, in particular supporting and expanding early recovery projects stipulated in Security Council Resolution 2642, as the percentage of funding has so far reached less than 42 percent of the required funding.

Dandi indicated that mines and remnants of unexploded ordnance planted by terrorist organizations have claimed the lives of hundreds of children, women and farmers, and this requires giving the necessary attention to field work to clear the Syrian lands of these mines and munitions and providing the required funding for it in a way that contributes to the return of the displaced and refugees to their villages, homes and lands, and the exercise of their normal lives. .

Dundee expressed Syria's disapproval of the refusal of some Western countries in the Security Council to invite the United Nations Special Rapporteur, Elena Doohan, concerned with the negative impact of coercive measures on human rights, to attend the informal interactive dialogue held on the 21st of this month, and considers this an attempt by those countries to obscure the recommendations. and the conclusions of the Special Rapporteur, and to evade exposing their true intentions by exposing the falsity of their allegations about the unilateral coercive measures imposed by the United States and the European Union on the Syrian people, which lead to the death of innocent people in Syria and in every country they are imposed on.

Dandi referred to what the Special Rapporteur said that these measures are not compatible with international legal rules, but rather are imposed to put pressure on Syria, which increases the suffering of its people and prevents any efforts for early recovery, and also causes a serious shortage of medicines and specialized medical equipment, especially for chronic and rare diseases. And limited access to food, water, electricity, fuel, means of transportation and necessary health care, which leads to serious repercussions on public health and food security, and for this reason the Special Rapporteur stressed that these measures must be lifted immediately.

The Deputy Permanent Representative of Syria to the United Nations pointed out that it is not possible to cover all aspects of the suffering of the Syrian people without referring to the systematic and continuous plundering by the American occupation forces of Syrian wealth, including oil, wheat and other agricultural crops, and the use of water as a weapon by the Turkish regime and its mercenaries. A war against civilians by cutting off the water of the Alouk water station for a million citizens in and around Al-Hasakah and manipulating the water levels of the Euphrates River, which exacerbates thirst and dangerous health and disease pandemics, especially the spread of the cholera epidemic.

Dundee stressed Syria's condemnation of the continuation of some Western countries sending their delegations to northeastern Syria and their illegal infiltration, the latest of which was the French and Dutch delegations to do so, and stresses that these practices are a violation of its sovereignty and the relevant Security Council resolutions.
