The Bar Association issued a statement stating that Article 65 of the "Hong Kong National Security Law" stipulates that the Standing Committee of the National People's Congress has the power of interpretation, but the Bar Association hopes that the relevant powers should be exercised prudently.
The Bar Association expects that if there are any ambiguities in the provisions, they can be clarified by the Hong Kong courts.

The Association stated that when the Standing Committee of the National People's Congress exercises its power of interpretation, it will inevitably lead to some discussions and criticisms of Hong Kong's legal system.
The association hopes that if there are any ambiguities in the provisions, the Hong Kong courts can clarify them in the future. The Bar Association listed the content of the ruling of the Court of Final Appeal, stating that "the courts of the Hong Kong Special Administrative Region will fully defend national security and will also take effective actions in accordance with the National Security Law to prevent and combat any behavior or activity that endangers national security, and impose be punished.” The association believes that Hong Kong’s courts and legal profession will continue to fulfill their responsibilities for national security, uphold the rule of law and maintain judicial independence.
