Chief Executive Li Jiachao was infected with the new crown virus after returning to Hong Kong from Thailand earlier. He tested negative on the past Saturday and Sunday and ended his quarantine and returned to work in the office.

Li Jiachao pointed out that the central government has learned the trial date of Li Zhiying's case, and believes that the central government attaches great importance to the report and will propose to deal with it as soon as possible.
He said that it is most suitable and in line with the interests of the case and the legal system to deal with Li Zhiying's case after the results of the National People's Congress's interpretation of the law are released.
He said that the court handles the grounds of appeal and handles the case according to the legal principles of Hong Kong. He respects the court's practice, but considering Hong Kong's constitutional role in protecting national security and the importance of the issue, he hopes to solve the long-term impact on the legal system of national security. The acceptance of his proposal to interpret the law will improve and strengthen Hong Kong's mechanism for safeguarding national security.
[09:54] When asked whether the central government asked the Hong Kong government to submit a request for interpretation of the law, Li Jiachao emphasized that he had received a letter from the central government requesting the Hong Kong government to submit a report on the implementation of the "National Security Law", so he made the request in the report. The final result of the law, describing the "absolute power" of the Standing Committee of the National People's Congress, will be left to the Standing Committee of the National People's Congress to answer.

He emphasized that the interpretation of the law is to explain whether overseas barristers and lawyers who do not have local full-fledged qualifications can participate in the handling of cases endangering national security based on the legislative intent and goals of the National Security Law. The case is the first of its kind and has no precedent.
Li Jiachao said that this interpretation of the law is only for overseas people who do not have local comprehensive professional qualifications. In other words, foreign barristers and lawyers who have local practicing qualifications can participate in national security cases.

The Department of Justice will apply to postpone the trial of Li Zhiying's case. I believe that the central government attaches great importance to the interpretation request and will deal with it as soon as possible. .
