Moscow: Dialogue with Washington on strategic stability is possible, provided our red lines are not crossed

Director of the Non-Proliferation and Arms Control Department at the Russian Foreign Ministry, Vladimir Yermakov, confirmed that a real dialogue on strategic stability with Washington is possible if there is a suitable partner who is willing not to cross Moscow's red lines in the field of security.

And Russia Today website quoted Yermakov as saying in a press statement today, “In principle, we have never rejected dialogue, and at the same time, a real dialogue can only take place if there is a suitable partner on the other side, so the United States needs to mature for a serious conversation based on the principle of equality.” And respect for our interests and not to cross Russia's red lines in the field of security.

On the other hand, Yermakov announced that the semi-civilian satellites used in Ukraine could become a legitimate target for the Russian forces.

He said, "Western countries are actively using the capabilities of civilian space infrastructure, primarily a group of low-orbit satellites, in order to support the operations of the Ukrainian forces, and with their help, specific combat missions are carried out to detect the locations and paths of movements and actions of the Russian forces, and to control unmanned aerial vehicles, as well as direct Precision-guided weapons,” noting that “such provocative use of civilian satellites raises questions at least in the context of the Outer Space Treaty, which means their peaceful use only, and requires the strongest condemnation by the international community for this matter.”

Yermakov stressed that such semi-civilian infrastructure, if used in military operations against Russia, could logically become a legitimate target for the Russian Aerospace Forces, pointing out that it is possible to ensure the exclusively peaceful nature of space activities only through the development of legally binding rules and international law that are comprehensive and aim to Preventing an arms race in outer space.
