The former mayor of a Creuse village of 80 inhabitants, who had lived for several weeks barricaded in his town hall at the end of 2021, was found guilty of insulting his ex-first deputy on Thursday by the criminal court of Gueret.

In the fall of 2021, Jacques Dailly, then mayor of Chambon-Sainte-Croix - a village 25 km north of Guéret - and in conflict with the rest of the municipal council, barricaded himself for several weeks in the building of the town hall, where he lives in an adjoining apartment, preventing his team and citizens from accessing it and municipal services from functioning.

The former elected official, who appeared Thursday for insults uttered against his first deputy at the same time, was sentenced to a fine of 1,500 euros, with the display of the judgment on the panel of the town hall for two months and to pay 1,200 euros in non-pecuniary damage and 600 euros in legal fees to the victim.

The court remained well below the requisitions of the prosecution, which had requested six months in prison with a probationary suspension of two years and obligation of care then prohibition to exercise a public function for at least two years, retaining an alteration of discernment in due to an anxio-depressive background.

Mr. Dailly, 72, was not present at the hearing due to his state of health.

He is currently undergoing medical treatment after a recent suicide attempt.

Also accused of moral harassment by his town hall secretary, the former city councilor must again appear before the Guéret court on March 30.
