Former Chief Executive Donald Tsang was not present, but there was a wreath from him in the mourning hall.

On the top of the mourning hall, the words "Deeply Mourning Comrade Jiang Zemin" were hung. Flowers were placed in front of the photo, and a wreath was placed on the right side. They were sent by Vice Chairman of the National Committee of the Chinese People's Political Consultative Conference and former Chief Executive Tung Chee-hwa and Leung Chun-ying. The wreaths sent by the Office of the Special Commissioner in Hong Kong and the People's Liberation Army Garrison in Hong Kong, the last two were sent by former Chief Executive Carrie Lam and Donald Tsang.

Luo Huining and other heads of central government organizations in Hong Kong bowed in front of the photo one by one. There were also several heads of disciplined forces, guild convener Ye Liu Shuyi, guild members Lin Jianfeng, Ren Zhigang, and Liao Changjiang.
