The mayor of Guaratuba, Roberto Justos, was among those rescued by the rescue forces.
"It was terrible," he said, "the mountain just fell on us. It swept away every last car. We only live by the grace of God."
Dozens of firefighters participate in the rescue operation, who are also assisted by drones equipped with thermal cameras to locate survivors.
"It is difficult to know the exact number of victims," said the director of the rescue forces, Manuel Vasco, "one or five passengers can be in one vehicle"
The rains and extreme weather are expected to continue in the coming days.
"The situation in the area, which is already at risk, is expected to worsen," Vasco added.
