Preliminary report of the OAS high-level group on Peru recommends a "political truce"

The preliminary report of the OAS High Level Group, which was in Lima in November, recommended —among other things— "initiating a political truce" while a dialogue is called between the actors.

The preliminary report of the High Level Group (GAN) of the Organization of American States (OAS) that visited Lima, Peru, between November 20 and 23 recommended —among other things— "initiating a truce policy", while calling for dialogue between the actors and "a minimum consensus is achieved to ensure governability".

The recommendations were read this Thursday by Eladio Loizaga, GAN spokesman and former Foreign Minister of Paraguay, who held 29 meetings in Lima during his visit.

Among the people with whom he met are the President of the Republic, Pedro Castillo;

the president of the Congress, José Williams;

the President of the Judiciary, Elvia Barrios, and the Prosecutor of the Nation, Patricia Benavides.

The visit of the group of OAS representatives occurs after President Castillo requested in a letter sent to the OAS Secretary General, Luis Almagro, the application of the Inter-American Democratic Charter to "preserve democratic institutions and the legitimate exercise of power”, in the face of what he described as an alleged “new type of coup d'état” against him.

After Loizaga's participation, Almagro spoke of "100 days" for said political truce.

Among the other recommendations of the High Level Group there is also the dialogue "free of conditions" between the powers of the State, representatives of political parties and members of civil society.

This could be, as noted, accompanied by international organizations.

The former Minister of Foreign Affairs of Paraguay also said that, faced with an "impasse between State powers", it is up to the Constitutional Court to act as the supreme body of interpretation and control of constitutionality.

Regarding the right to freedom of expression and the media, Loizaga called for the exercise of freedom of expression "with a responsible, impartial sense and respect for all the actors, the lack of objectivity and veracity that can characterize some media or journalists does not constitute a justification to feed speeches that could endanger a right as fundamental to democracy as that of freedom of expression”.

On behalf of the High Level Group, he described seven "elements" that, he said, "put democratic institutions in Peru at risk."

Among them, he mentioned the instability of the country that originates from "the high fragmentation of political forces, the constant changes in the formation of cabinets, the questioning of the appointment of officials because they are considered unsuitable, the obstruction of the exercise of power, requests mandate cut and early elections, requests for presidential vacancy, the course of the figure of the question of confidence, the dissolution of the Congress of the Republic and the open investigations against the president.

Eladio Loizaga, GAN spokesman, indicated that the information will be expanded when the final version of the preliminary document presented this Thursday is delivered.
