Chief Secretary for Administration Chen Guoji took advantage of today's "National Constitution Day" to write an article on his personal FB saying that the meeting will focus on three major themes, with the goal of implanting the spirit of the "Constitution" into the hearts of people from all walks of life.
Chen Guoji pointed out in the article that the "Basic Law Promotion Steering Committee" led by him has been renamed the "Constitution and Basic Law Promotion Steering Committee".

(2) The high degree of autonomy of the Hong Kong Special Administrative Region comes from the authorization of the central government

Chen Guoji pointed out that in the future, he will focus on three major themes to promote the "Constitution"
He emphasized that he will lead the committee to formulate an overall strategy for promoting the Constitution, the Basic Law and the Hong Kong National Security Law, and will work with various government departments and non-governmental organizations to promote different plans and activities, including conducting large-scale publicity, producing TV programs, and promoting the Hong Kong National Security Law. Use online platforms and social media to promote publicity and education in an all-round way.
Chen Guoji also emphasized that the SAR government must uphold national sovereignty, security, and development interests as the highest principle of the "one country, two systems" policy, stick to the foundation of "one country", give play to the benefits of "two systems", and play a greater role in the great rejuvenation of the Chinese nation !
In his article, he also pointed out that the "Constitution" is the fundamental law of the country. It is also the legislative basis and source of effectiveness of the "Basic Law", and it is the "root" and "source" of the establishment of the Hong Kong Special Administrative Region.
Without the Constitution, there would be no Basic Law; without the Constitution, there would be no HKSAR.
Article 31 of the Constitution stipulates that the state may establish special zones when necessary, while Article 62 stipulates that the National People's Congress has the power to decide on the establishment and systems of special zones.
It can be seen that the "Constitution" and the "Basic Law" together constitute the constitutional foundation of the Hong Kong Special Administrative Region, providing the most solid guarantee for Hong Kong to practice "one country, two systems" and maintain long-term prosperity and stability.
