Syria's deputy permanent representative to the United Nations, Dr. Al-Hakam Dandi, stressed the need for the Security Council to reconsider its approach to discussing the "chemical file" in Syria by dealing with developments related to it objectively, and preserving its technical nature away from any politicization, noting that Syria joined voluntarily. To the Convention on the Prohibition of Chemical Weapons, fulfilled its obligations and destroyed all of its stockpiles and production facilities in record time.

Dendi said during a session of the Security Council today on the "chemical file" in Syria: We meet today as in previous sessions without any developments that require the Council to meet to discuss them, but some Western countries still insist on disregarding the Council's time and resources at the expense of other issues that deserve discussion related to Maintaining international peace and security, and upholding the goals and principles of the Charter of the United Nations, stressing Syria’s rejection of the false accusations of these countries against it, which are based on unprofessional and non-objective reports that came as a result of political pressure exerted on the technical secretariat of the Ban Organization and its various teams. Syria also renews its demand to correct the organization’s course of action and banish it On the politicization that dominated her artistic work and adherence to the principles of professionalism and impartiality.

Dundee reiterated Syria's categorical condemnation of the use of chemical weapons by anyone, at any time, place and under any circumstances, and its affirmation that it voluntarily joined the Chemical Weapons Convention and fulfilled its obligations under that agreement, as it destroyed all of its stockpiles and production facilities in record time, as well as continuing its cooperation with the Ban Organization. and technical security.

Dundee pointed out that Syria submitted to the Director-General of the Organization for Prohibition in the middle of last month its report No. 108, which includes the activities it conducted during the period of the subject of the report, and also agreed to extend the tripartite agreement with the organization and the United Nations Office for Project Services for six months until the end of next June, indicating that the team The fact-finding mission visited Syria between the 6th and the 12th of last month, and all facilities were provided to him to make his mission a success. Unfortunately, this constructive cooperation did not find a place for it in the report of the Technical Secretariat, and Syria is still waiting for the fact-finding mission to issue its reports regarding the incidents it reported. Since 2017, which has been delayed for a long time under unconvincing pretexts.

The Deputy Permanent Representative of Syria to the United Nations reaffirmed Syria's position regarding the illegality of establishing the investigation and identification team, given that the agreement does not include any text that allows the technical secretariat of the organization to conduct investigations on determining responsibility for the use of chemical weapons, indicating that the team was granted that illegal mandate. Through some countries, in flagrant violation of the provisions of the agreement, exerting pressure and blackmail on member states to serve their anti-Syrian agendas, and for this reason Syria renews its categorical refusal to recognize the team and its wrong and unprofessional methods of work, which will naturally lead to false conclusions.

Dundee indicated that the Security Council recently renewed its commitment to Resolution No. 1540 of 2004 aimed at preventing non-state groups from acquiring weapons of mass destruction, their production equipment, and their means of delivery, including chemical weapons, a commitment strongly supported by Syria, as it has consistently communicated with the Resolution Committee and the Secretariat. The General Assembly of the United Nations has provided information about the possession and use of toxic chemical substances by terrorist organizations or the fabrication of chemical accidents, but unfortunately this information is not dealt with as required, expressing Syria's aspiration to implement all aspects of this resolution more effectively and in accordance with its mandate and in full cooperation with member states.

Dandi affirmed Syria's keenness to hold a high-level meeting between the Minister of Foreign Affairs and Expatriates, the Chairman of the National Committee, and the Director General of the organization, as soon as possible, according to an agenda agreed upon by the two sides, and in a way that contributes to resolving some outstanding issues, explaining that the Syrian National Committee responded to the draft agenda proposed by The Technical Secretariat presented some substantive proposals that ensure the success of this meeting, and we were looking forward to discussing all these issues during the supposed meeting between the two sides.

Dandy expressed his regret at the refusal of the technical secretariat of the Ban Organization to cover the expenses of the participation of the Syrian side in the meeting, which it had proposed to hold in Beirut to discuss a number of issues, which prevented it from being held, despite the technical secretariat covering the expenses of such meetings since the start of cooperation between Syria and the organization and the availability of sufficient funding for it. Taking into account also the economic difficulties that Syria is going through, resulting from the illegal unilateral coercive measures imposed on it, bearing in mind that the Technical Secretariat did not previously respond to the invitations of the Syrian National Committee to meet in Damascus.
