The Yesha Council reveals the expectations document it sent to Likud and other parties in the bloc during the coalition negotiations • Among other things, their demands deal with immediate construction in the Yesha "We hold coalition agreements that greatly promote settlement"

After "Israel Today" revealed that a minister from the religious Zionist party would appoint the head of the Civil Administration and the person in charge of government activities in the territories, today (Monday) the Yesha council revealed some of their demands, as expressed in the negotiation chambers.

Among other things, Yesha is demanding an extensive construction permit in Judea and Samaria within a few weeks, with no restriction on settlement blocks only, and the beginning of the disbanding of the Civil Administration insofar as it is a municipal responsibility for Israeli citizens.

In a conversation with reporters, the head of the Yesha Council and the Gush Etzion Bloc Council Shlomo Naman said that the Yesha Council was a party to the coalition agreements and forwarded a document of expectations to Likud and other parties in the bloc, and that many of their demands were met.

He did not reveal most of the details, but noted with satisfaction that "we have coalition agreements that greatly promote settlement."

According to him, "the achievement is reaching the outline of the beginning of the regulation of the Israeli presence in the Yash", he said.

Naman addressed the issue of disbanding the Civil Administration and made it clear that it was not a true act of sovereignty, but at the same time he emphasized that in his position immediate action should be taken to demobilize its various departments and transfer powers to the government offices.

"I wish there was sovereignty. The work with the manager is not going to change, so there is no sovereignty here," he clarified.

Neman added, saying that "we ask that they allow us to work as much as possible with civilian tools - that those who take care of Israeli citizens be government ministries, as happens in a democratic country. The fact that the one who takes care of Israeli citizens today is the Civil Administration is an anomaly. A person wears a uniform who builds classrooms and takes care of transferring a line Sewage. This thing has to stop."

Demand the establishment of districts in Yosh

The demand of the Yesha council is that the government ministries establish districts in the Yash as soon as possible, or alternatively they will annex the settlements and cities to geographic districts.

"As an interim measure, before Israeli sovereignty applies, the government ministries must establish districts in the Yash or annex us to the district geographically."

In addition, Neman noted that one of the requests is the cessation of the military government's responsibility for civilian affairs in the Yash. "Due to operational needs, a military commander makes illusory decisions.

When the High Court ruled that the houses in the Path of the Ancestors must be vacated, a military commander expropriated dozens of dunams with a piece of paper and roads 12 meters wide were paved overnight. In the 5th, a military commander deploys a military checkpoint and instructs the soldiers to act against the smuggling of blocks or bags of cement as if there is a terrorist here. These are the things That cannot happen in a democratic country. We have to live a normal life."

Among other things, Neman revealed that one of the requirements is to include MDA's activity in the budget base. "It cannot be that as the head of an authority I have to run and do coalition checks in order to have a Magen David Adom station.

We demand something that the whole country accepts, we want to be citizens like all the citizens."

Due to the discrimination between the Yesha authorities and the state authorities, they asked the Yesha council and will also receive compensation from the state, according to Naman.

"Our ambition is to compare the conditions in the settlement with those of the authorities in the small Israel. We need to compare these laws, or receive adequate compensation for the heads of the authorities who are harmed compared to the rest. Not to receive benefits but compensation for the damages caused to us by being under military rule. We will find an orderly package that will compensate us for these damages."

In his words, Naman also referred to the issue of construction in the Yosh and said that he expects the Supreme Planning Council to convene within a few weeks and approve construction on a large scale. In response to a question from "Israel Hayom" he said, "There is no date yet for the meeting of the Yosh. We have a clear expectation, which is a compromise, that It will meet as previously agreed upon - once per quarter, and will not be limited in the areas where the housing units are approved and in their quantity.

that they will not approve only in the settlement blocks.

The National Assembly needs to convene as soon as possible. We understand that the government needs to start functioning, and it is clear to us that it could take a few weeks - but no more than that."
