The citizens wanted to have a say in the development of the Kreuzlinger Feld - now the participation process is starting.

The city council passed this unanimously.

The only question was: How exactly should the procedure actually look like?

Germering – The people of Germering are allowed to take part in the ideas and realization competition for the development of the Kreuzlinger Feld.

The City Council unanimously approved it at its most recent meeting.

The nature of the participation was more controversial.

Ultimately, the majority decided to appoint three representatives from different areas, as a sort of mouthpiece.

However, these will only have an advisory function.

One of them will be provided by a member of the citizens' initiative, another will be won through a public call.

Applicants are asked to give a brief justification.

Another representative will come from the ranks of the owners.

This was not without criticism.

Angelika Kropp-Dürr (Greens) warned that the owners were biased.

Daniel Liebetruth (SPD) and CSU parliamentary group spokesman Oliver Simon, who fundamentally advocated including the owners, saw things differently.

There were other comments from the Greens group.

Gerhard Blahusch had spoken out in favor of granting the citizens' representatives additional voting rights.


At this point, Stadtbaumeister Jürgen Thum explained the composition of the voting bodies in the ideas and realization competition.

In addition to factual judges, who are provided by the parliamentary groups, among other things, there are also specialist judges such as architects.

For formal reasons, the latter must provide one more representative in order to always be able to bring about a decision.

In this context, Mayor Andreas Haas (CSU) had concerns that the body would be bloated by additional members.

In his opinion, it could also be difficult in such a case to find enough specialist judges.

"In addition, as a city, we have to pay the specialist judges."


The Greens parliamentary group then suggested reducing the number of parliamentary group representatives.

However, Mayor Haas replied that it would also be very difficult to decide which faction should be eliminated.


The consultation in the city council had become necessary because a motion had been accepted in the citizens' meeting on November 9th.

This stipulated that "citizens should be involved in voting on the selection of the architect's design to be implemented".

The Kreuzlinger Feld is a long-running topic.

As early as April, a referendum overturned the development plan.

The city then commissioned the specialist planning office AKFU to carry out an urban planning ideas competition for the new planning.

It was also important to get the largest possible number of citizens on board and thus to collect ideas.

A specialist office was also consulted for this purpose.

You can see what this looks like in practice this Monday, December 5, between 5 p.m. and 8 p.m. in the Orlando Hall of the Stadthalle.

There is an analogue market place there.

This means that all citizens are invited to obtain information at various "market stalls", to discuss with the employees of the office "Studio Stadt Region" and employees from the building authority and to bring in their own suggestions.

The open format invites you to come and go depending on time availability.

So much for the analogue marketplace on site, but there is also a digital one.

Here, too, citizens can make suggestions.

In addition, according to the city, it is of course always possible to make contact via the e-mail address kreuzlingerfeld@germering.bayern.de.

Following the so-called dialogue process, the technical procedure for carrying out the urban planning ideas competition is planned from the end of January 2023.

After that, based on the winning designs, a so-called urban planning “realization competition” will be announced.

Information and the active participation of citizens are also provided between the various planning stages.

"We look forward to a joint, successful re-planning of the Kreuzlinger Feld and to the constructive participation of many citizens in the above-mentioned process," according to the city of Germering.
