The urgent applications judge of the Paris administrative court rejected on Monday, November 5 the request of the associations Doctors of the world and Utopia 56 to open to other nationalities an accommodation center reserved for Ukrainian refugees, according to an order consulted by AFP.
The Paris Event Center, located in the northeast of the capital, has between 200 and 250 beds.
It only accommodates on average between 120 and 130 people per night, according to figures provided by the Ile-de-France prefecture to the court.
During the hearing, which was held on Friday, Médecins du monde (MdM) and Utopia 56 asked the interim relief judge to order the Ile-de-France prefecture to open up the vacant beds in this centre.

", decides the judge in chambers in his order.
It is "
a bewildering decision which obviously outrages us enormously
", reacted to AFP Paul Alauzy, in charge of migration issues at MdM.
800 euros in penalties for the two associations for "legal costs"

This decision recognizes that there are empty places, recognizes the shortcomings of 115 and recognizes the vulnerability of people who sleep outside
", he added, considering that the opening of vacant places was "
a matter of good meaning
”.
The urgent applications judge justifies his decision by the fact that the reception system for Ukrainian refugees "
is specific so as not to saturate the common law emergency accommodation systems
".

In addition, it responds to the need to be able to continue to ensure at any time the immediate care of people covered by this exceptional device who are not intended to benefit from the common law devices
", adds the judge in summary proceedings in his order.
It follows that by exclusively reserving these accommodation arrangements (...) for displaced Ukrainians, the prefect of the Ile-de-France region, prefect of Paris, cannot be regarded as failing in his obligations with regard to other populations likely to benefit from emergency accommodation“, he concludes.
MdM and Utopia 56 must also pay 800 euros to the State for legal costs.

The two associations plan to appeal to the Council of State, he said.
