As a general rule, traffic lights support additional signaling by a sign governing the traffic rules applicable in the event of extinction and/or breakdown of the light.
It is therefore this signaling which compensates for the malfunction of the traffic light.
In the absence of additional signage, the sacrosanct rule of priority on the right applies at the intersection.
However, the right of priority to the right does not give an absolute right.
The priority user must approach the intersection with caution, adopting his speed in particular.
In the event of an accidental collision, the faults can then be distributed between the protagonists.
