The work in this area is under the responsibility of the "Territory Care Team Assessment and Steering Group" led by the Secretary for Home Affairs and Youth Affairs and the "District Care Team Assessment and Coordination Group" led by the 18 district officers.

The "Regional Review Team" will be responsible for evaluating the proposals and submit the results to the "Territory-wide Review Team" for approval.

The group with the highest score becomes the "Care Team" squad for that neighborhood.

Each "Care Team" will receive funding for two years, with a total amount of about 800,000 to 1.2 million yuan, and can also accept sponsorship, donations or internal resources of the group to provide services.

The government will take the lead in setting up "Care Teams" in Tsuen Wan and the Southern District in the first quarter of 2023, and will openly invite groups to sign up this month.
