The initial news was devastating.
Some hackers penetrated the databases of the National Defense Secretariat (SEDENA) and obtained certain information stored in six terabytes.
These contained an enormous number of documents, photographs, videos, and emails related to the activities of that agency, both from its members and from other individuals and national groups.
Speculations about what happened and its effects appeared immediately.
Initially, due to oversights or omissions in the protection of such sensitive information.
Then, due to the possible responsibilities of those who could not or did not want to protect the SEDENA servers.
The initial confusion was followed by denials and, due to their unsuccessful nature, minimizations.
Remember the disqualifications about the obviousness of the information or its uselessness.
Then things changed sign.
Outstanding data appeared for a few weeks.
Various media released information on the direct or indirect link of various public servants with crime.
Also, of the spy networks of the Army on people in politics, or the classification of dangerousness assigned to different criminal and social groups.
The flow of data began to be so large that some media decided to open specific sections to show them.
For several days the flow was constant.
Some of us supposed that we were facing a phenomenon of the dimension of the Pentagon Papers, the Watergate recordings or Assange's WikiLeaks.
For an instant it seemed that something important was about to happen.
That public life would have a stellar moment when improper management, acts of corruption and patterns of action were revealed.
That the Army could carry out an investigation process on itself to overcome its bad practices and identify its harmful elements.
That the President of the Republic would realize the dangers of his militaristic advances and would rectify the risks that his actions already impose on Mexican democracy.
That processes would be initiated to identify those responsible, apply sanctions and repair damages.
That the macaw would announce the arrival of a spring.
None of it happened.
After a few weeks of turmoil, things have returned to their course.
There were no renovations.
The old practices became more established and the circles of silence that allowed them were tightened.
If no one will be responsible for the Guacamaya-leaks, why would someone else be?
What would have to happen for someone in that institution to be held responsible for some act?
The decrease in information and the lack of answers about what happened is in sight.
It is idle to abound in the phenomenon.
What requires finding out are the conditions that made it possible.
Which made it possible to silence two great national scandals.
The first, the invasion of the databases of the agency in which a good part of national security falls.
The second,
The disappearance of the macaw phenomenon (leak) and all its implications is finally due to a reason.
In the absence of a place where facts and people can attend to be considered.
Not only due to the absence of a headquarters where what was done and what was not done can be measured, but even more serious, to the impossibility of that headquarters, field or institutional space, coming to exist and being able to operate.
The finger pointing and accusations faded because no one could take them anywhere.
What authority could start the investigation on the Army?
What authority can initiate civilian or military investigative folders on the armed forces themselves?
What broad institutional fragment is going to be prosecuted civilly or militarily?
Is it possible to prosecute some or many of the commanders and elements to whom the President of the Republic has entrusted his government project?
Neither from the civil nor from the military will there be legal actions on the macaw papers.
The very dimension of what is assigned to the Army has constituted a void.
The impossibility of investigating and being investigated.
To process and be processed.
New discoveries of terabytes of information will be fleeting and forgotten.
Episodes without the possibility of roots.
Bird flights that could not pose.
