Isen - With the help of the Bavarian funding initiative "Inside instead of Outside", the market in Isen wants to convert the building at St. Zeno-Platz 3 into a community center.
Since the construction costs will exceed the budget of two million euros that has already been promised, the municipal council has now submitted an amended application to urban development funding.
If the application is approved, the municipality expects two million euros in funding at an estimated cost of 2.6 million euros and the increased subsidy rate of 80 percent.
Around 600,000 euros would have to be financed from the municipal budget.
The reasons for the increase in costs lie on the one hand in the increased construction costs and on the other hand in the extended catalog of measures.
Instead of just demolishing the old extension, building the new extension for the large hall and renovating the ground floor, facade and windows (estimated costs 1.8 million euros), the first and second floors are also to be made usable and the roof structure renewed .
An originally planned photovoltaic system is not used because it is not eligible for funding.
Project manager Melanie Scharold from the architects' office Krug-Grossmann presented four possible expansion variants to the municipal council at the meeting.
In the subsequent consultation, Lena Geiger (Greens) spoke out in favor of the variant with roof renovation: "It makes more sense to have a completely renovated shell and to make savings on the interior." She was supported by Bernhard Schex (CSU).
"We won't be swimming in money in ten years either, now we have the chance to get the appropriate funding." Martin Jell (Mittbach list) and Michael Kunze (SPD) also recommended not putting off the roof renovation. .
In the course of the detailed planning, it will become clear whether savings can actually be made when expanding the first floor.
Attempts have already been made to build the interior as cheaply as possible, explained City Hall manager Christine Pettinger in an interview with our newspaper.
“The budget and tenders will show exactly what can be realized.” The own costs for the building renovation will be divided between the 2023 and 2024 budgets.
The municipal council will only decide which measures are to be implemented once the urban development funding and the budget draft for the coming year have been approved.
Architect Scharold had discussed possible savings, they were possible with the escape door through a possible agreement with the ordinariate and with the overestimated electrical work.
In addition, part of the demolition work could possibly be taken over by the municipal building yard.
The criteria of the funding initiative "Inside instead of Outside" were met in the renovation of the building at St. Zeno-Platz 3, as this promoted the inner development of the community and an empty building was put to new use.
After the refurbishment, the ground floor and extension are to be used for public events, while clubs can book the first floor room by room.
A final usage concept is not yet available and still has to be developed by the municipal council, says Pettinger.
Before the municipality bought the building, a private investor expressed interest.
However, his plans for a new building failed due to the objection of the monument protection, because it is subject to the so-called ensemble protection.
Should it be demolished, no new building should be built on the area in order to keep the view of the church clear.
In order to be on the safe side financially and not having to submit a follow-up application and to have a buffer for further price increases, the municipality's application costs three million euros.
However, it is not yet clear whether the additional costs will actually be taken into account.
