The construction management process for the expansion of the Penzberg Roche factory site by around 14 hectares is about to be completed.

The land use plan is already in place.

A clear majority agreed.

Criticism came again from the PM and the Greens.

The development plan will probably be adopted shortly as a statute.

Penzberg – With the end of the building management process, the way would be clear for Roche.

The company could then submit planning applications.

As reported, it had announced in advance that the expansion should take place in three development steps.

With regard to the time horizon, it was said that the second step should not take place within the next five years.

Which means that the first step could be realized soon.

Concrete plans have not yet been mentioned.

In total, it is about 14 hectares in the north of the factory site.

City council majority approves zoning plan

The Penzberg city council has now completed an important part of the building management process.

He made the majority of the decision to change the land use plan, which is now going to the district office.

The expansion area becomes a special area with the purpose of "Biotechnology Center Nonnenwald Nord".

Greens speak of "enormous destruction of nature"

There was criticism in the city council meeting from the Greens and the PM faction.

Kerstin Engel (Greens said that her parliamentary group could not agree to the change in land use plan. It was about "enormous destruction of nature" and "untimely use of land". She also referred to the effects on the housing market, traffic and infrastructure in Penzberg. " We don't want to slow Roche down," said Engel. However, the company should develop in stages and rely more on compaction. This would not endanger the site. Roche described the three-stage development as "vague simulation".

PM faction wants phased plan for expansion

The criticism of the PM faction was similar.

However, she agreed to the zoning plan.

Martin Janner spoke of an "exorbitantly high level of forest loss" that could not even come close to being offset by compensatory measures.

However, it is also clear to his group that Roche plays an important role in the healthcare sector worldwide and is of central importance as a business location in the region.

According to Janner, its efforts towards sustainability and climate protection are also credible.

With the yes, he said, they wanted to "send a signal that Penzberg is fundamentally able and willing to create building rights for future necessary site expansions in favor of Roche".

PM: Would take the first step immediately

The yes, said Janner, but "with restrictions on how to proceed".

What was meant by this was the development plan procedure.

On behalf of his parliamentary group, Janner called for the development plan to be divided into three sections.

One would be willing to take the first step immediately for a large project in the Northeast, which covers a third of the expansion area.

"After that we wish you to pause." Time, as he added, to condense in the work.

According to Janner, there is only reason to develop the next sub-area when this has been exhausted.

Mayor: Thirds would have consequences for compensation measures and cost sharing

Mayor Stefan Korpan (CSU), on the other hand, said that a third of the development plan would mean that all compensatory measures would be obsolete and new reports would be needed.

In an earlier meeting, he had already explained that it would also be more difficult to oblige the company to assume follow-up costs in the urban development contract.

According to the city building authority, Roche is also faced with the challenge of realizing the necessary plants for production-ready drugs in a timely manner in order to be competitive worldwide.

A construction management procedure would take too long, according to Günter Fuchs from the city building office, two to two and a half years.

PM's proposal was not approved by the majority.

Of course, the city bears the burden, said Armin Jabs (BfP).

However, he hopes that Roche will do more than what is legally necessary with regard to the assumption of follow-up costs.

At the same time, Jack Eberl (FLP) criticized the fact that city council members would interfere in the business considerations of a global company.

In the end, the "yes" to the zoning plan came with a clear majority.
