The People's Assembly, in its twenty-seventh session of the seventh regular session of the third legislative session, held under the chairmanship of Speaker Hamouda Sabbagh, approved the draft state budget law for the fiscal year 2023, and it became law.

According to the project, appropriations for the state’s general budget for the fiscal year 2023 were determined at a total amount of 16,550 billion Syrian pounds, distributed among 13,550 billion pounds for current spending, and 3,000 billion for investment spending, an increase of 3,225 billion pounds compared to last year’s budget.

A number of members of the Council raised issues related to the work of the Ministry of Finance, stressing the need to be strict in combating tax evasion, and proposing periodic meetings between the government and members of the Council for various constituencies to discuss and address all service and living issues of concern to citizens.

He called on the members to review customs procedures and speed up the clearance of goods, and to provide the financial authorities with the necessary cash counters, and to speed up the maintenance and rehabilitation of ATMs that stopped working and were damaged by terrorism, and to rehabilitate the branch of the Cooperative Agricultural Bank in Raqqa, and to increase the financial support provided to the agricultural sector in all its aspects, and to raise the ceiling of the sums of money allowed to be transferred between governorates.

In his response to the interventions of the members, the Minister of Finance, Dr. Kinan Yaghi, confirmed that the Ministry is working to automate work in its various affiliated agencies to reduce as much as possible the interference of the human element, indicating that automation contributed to increasing revenues, and the customs measures taken about a year ago helped in increasing revenues many times over. she was on it.

Minister Yaghi pointed out that the ministry asked the concerned authorities to cooperate with the General Customs to control borders and suppress smuggling of goods, explaining that the required cash counters have been secured and will be distributed soon. Due to the suffering in supplying it.

And he indicated that the ministry asked the Agricultural Bank to amend the tables of needs in a way that contributes to raising the level of loans granted to farmers, stressing that the ministry is moving forward with the file of combating tax evasion, in order to preserve public money and with the aim of increasing revenues and improving the services provided, pointing out that there are no restrictions or obstacles. To transfer funds between the branches of public and private banks in the governorate, which relieves the citizen of the burden of transferring money in large sums.

Minister Yaghi indicated that the intensive discussions that took place in the People's Assembly and the Budget and Accounts Committee with representatives of public agencies and representatives of the Ministry of Finance for the draft budget law 2023 were objective and transparent, and dealt largely with social support figures and support for the agricultural and industrial sectors.

At the end of the session, the Speaker of the Council praised the efforts made by the members of the Council and the Ministry of Finance in discussing the draft law for the state’s general budget for the year 2023 over a period of more than four weeks, since its submission to the Council, leading to voting on it and approving all chapters and items of the budget, stressing that approving the budget comes as a result of teamwork. diligent and integrated between the legislative and executive branches.

The session, which was attended by the Minister of State for People's Assembly Affairs, Abdullah Abdullah, was adjourned to 11:00 am on Wednesday.
