Former intelligence and state security chief Gregorio Leao and ex-economic intelligence boss Antonio do Rosario were sentenced by a special court in the capital Maputo.
The affair, which concerns secret loans of two billion dollars granted by foreign banks to Mozambican public companies, had plunged the country into a serious financial crisis.
