Bonn/Munich – On Thursday (December 8, 2022) a warning day will take place throughout Germany.

The aim of the nationwide test alarm is to find out where there are still gaps in the warning network.

A first test run two years ago turned out to be a disaster.

Now the alarm structures are being put to the test again.

The Federal Office for Civil Protection and Disaster Assistance (BBK) triggers a test alarm of the highest warning level 1 at 11 a.m. throughout Germany.

To do this, the authorities and emergency services involved activate various warning devices such as radio and television, sirens or warning apps such as NINA or KATWARN.

Companies such as Deutsche Bahn or operators of digital display and city information boards are also involved.

In practice, this is done via the so-called modular warning system (Mowas) of the federal government, which it uses together with the federal states and the municipalities.

The official situation centers send out satellite-supported warning messages, which are distributed in Germany in many different ways.

What is new this year is the use of a new warning device: cell broadcast.

This is a technology that makes it possible to send warning messages directly to a mobile phone or smartphone, without going through a warning app.

"With no other means of warning can we reach more people," says the BBK website.

However, there are some weaknesses: The technology only works with newer devices.

The BBK has drawn up a list of receiving-capable smartphones.

According to estimates by the authorities, the warning SMS reach around half of all mobile phones in Germany.

In addition, the smartphone must be switched on and have the latest update installed.

Important: This is a test.

People who receive the warning do not have to take any action.

The all-clear was given at 11:45 a.m.

The flood disaster in Rhineland-Palatinate and North Rhine-Westphalia in July 2021, when people were not informed about the impending danger, impressively showed how important a timely and functioning warning is.
