– Even if District Administrator Christoph Göbel (CSU) considers a long-term power failure to be “highly unlikely”, you want to be able to act in an emergency.

On behalf of the district, experts from the Berlin company KomRe got an overview of how a four-day blackout would affect the district of Munich and how well the municipalities are prepared so far.

The report has now been presented to the District Committee.

Conclusion: "Compared to all the districts that we have analyzed so far, not so bad."

The reconstruction of the power supply will take "three to four days, maybe a week", stated Konstantin Hartmann from the company KomRe at the meeting of the district committee.

The expert estimates the financial damage in the district at one billion euros, due to damage to the infrastructure, including losses in gross national product.

Only a few municipalities already have emergency generators

"It is important how the municipalities and the district act in the first so-called chaos phase." A first overview shows: Only a few municipalities have already purchased emergency power generators.

Most still need to gear up.

The security sector is well positioned, such as the fire brigade operations center or some fire brigades, for example in Unterschleißheim and Haar.

Suppliers such as Bayernwerke or Stadtwerke München have also taken precautions.

The Isar-Amper-Klinik in Haar maintained patient care for 96 hours.

How should the population be supplied, how long will fuel supplies last?

Nevertheless, there is still a lot to do: "Some municipal administrations drop out early," said Hartmann.

They are only able to act again after about two days.

The district wants to make improvements here and work out a procedure with the mayors.

Hartmann explained: "Each municipality should appoint members for a crisis team and determine under what circumstances they meet where." It needs to be clarified: Where should the population go, what should they be supplied with, how long will fuel supplies last, how many helpers are there for nursing home care available.

A first set of equipment should also be available.

180,000 euros in the budget

"In the winter ahead of us, the situation is actually good, better than was assumed at the beginning of the year," stated Göbel.

He is glad that emergency plans were discussed "relatively early" in the local councils and that the awareness of civil protection is greater again.

The district office is also equipped with an emergency generator, "however, it has not yet been included in any emergency plan."

Oberhaching's Mayor Stefan Schelle (CSU) reported that the mayors in the south of the district had agreed on communication via satellite telephones.

He is confident that pragmatic solutions can be found for many problems.

"But we should use uniform systems." The district office will initiate an investigation for the district in 2023.

The district councilors unanimously decided to include 180,000 euros in the budget.
