The by-election for the seats of the Legislative Council Election Committee was held on the 18th of this month (Sunday). A total of six candidates competed for four seats.

There are many innovation and technology professionals among the candidates, including Huang Jinhui, the deputy dean of the Faculty of Engineering of the Chinese University of Hong Kong and the vice chairman of the Hong Kong Science and Technology Innovation Alliance.

In an exclusive interview with "Hong Kong 01", Wong Kam-fai said that his innovation and technology talents, teaching experience and international vision will help the Council to promote the development of local innovation and technology.

He mentioned that the government has put forward many pioneering scientific research policies in the past, but they have all stagnated due to the impact of the epidemic and the turmoil of amendments.

Wong Kam Fai: Council owes its own responsibility to innovation and technology professionals

Huang Jinhui shared that he had a regular schedule and used to get ready to go to bed at 11 o'clock every night. However, since he announced his candidacy, he once again felt the pressure of "students rushing homework". He admitted that he often suffered from insomnia due to preparations for the election.

Why bother yourself, from the teaching building to the Legislative Council?

Wong Kam-fai said that he was happy to see the government push forward scientific research in the new Policy Address, but seeing the lack of relevant expertise in the parliament, he felt that he was duty-bound: "You would have thought that if it set an innovation and technology target, you would find a It is really impossible for a social worker to look at these indicators.”

He continued to point out that he has an international perspective, good relations with the country, and is used to multicultural discussions, so he thinks he is qualified for the work of the Council: "After many years of school, our school has been working hard to promote cross-cultural and field cooperation. Through the academy system , teachers from different fields gathered together, (I) am used to absorbing other people’s opinions and voices. This is exactly the type of people that the council needs.” Combined application tools to help Hong Kong's innovation and technology development.

"Scientific Discussion of Politics" Talks about the Insufficiency of Data Government to Promote Scientific Research

Huang Jinhui mentioned "scientific discussion of politics" in his election platform, but what is "scientific discussion of politics"?

He explained that in the past, he focused on research, and research mainly focused on evidence, data, and rationality. He believed that his handling characteristics would help the parliamentary work, reduce the situation of empty talk, and make opinions more "reliable."

Wong Kam-fai was outspoken and pointed out the shortcomings of the government in the past in the development of scientific research.

For example, he pointed out that the "Policy Address" published by the Carrie Lam government in 2017 listed many pioneering policies, mentioned "four major areas and eight major directions", and aimed to increase the proportion of Hong Kong's research expenditure to GDP to 1.5% etc. However, in the past three years, Hong Kong has been affected by the turmoil of amendments to the law and the impact of the epidemic, so that the policy results are not as expected. When Carrie Lam stepped down as Chief Executive, the proportion of research expenditure to GDP only increased to 0.99%.

He believes that the primary goal of the current Bureau of Innovation, Technology and Industry is to try to achieve the original target, or even "exceed the target".

The new government seems to be determined to pursue development and boldly set more than 100 KPIs. When asked whether he has confidence in the current government, Huang Jinhui bluntly admired the courage of the government and believed that KPIs are a new challenge for the government. However, he emphasized "Where there is a challenge, there must be progress." And the councilors play the role of promoting the progress of the government: "The relationship between councilors and the government is benign, but we must vigorously follow up and encourage them. We all have to look at the social response after the policy is launched. I don’t accept it. When the government does not do well, we have to remind it, and if it fails to achieve the desired results after implementation, we have to advise it to improve the policy.”

The NFT market is immature Huang Jinhui: the government has the responsibility to protect investors

Huang Jinhui wrote an article in a newspaper last year, pointing out that "Yuan Universe" has set off a trend of speculation, and the loopholes of "non-homogeneous tokens" (NFT) are gradually emerging. He is worried that it may hinder the development of the digital economy, and the government must prevent it as soon as possible.

However, the Hong Kong government issued the "Policy Declaration on the Development of Virtual Assets in Hong Kong" this year, and took the lead in issuing NFTs, promoting bond tokenization, digital Hong Kong dollars and other related experimental measures. How does he view it?

He admitted that NFT technology can create new markets and bring business opportunities to Hong Kong’s financial technology, but when the market is more free, the potential risks for citizens and investors are higher.

When the market is still at an immature stage, there will be a "struggle between freedom and regulation", and the government has the responsibility to protect investors while ensuring that regulation does not hinder the development of the industry.

Advocate the development of an integrated port in the Bay Area to play the role of international connectivity

As a university professor, Wong Kam-fai praised the positive attitude of mainland students to study, saying that if they stay in Hong Kong for development, they will definitely benefit the long-term development of Hong Kong. However, he emphasized that the Greater Bay Area should aim for "integrated" development: "Even if they return to the mainland, I believe it will help drive Hong Kong enterprises to enter the mainland.” In addition, he suggested that the Hong Kong government should recruit more students from countries and regions along the “Belt and Road” and treat local students as Hong Kong’s “outposts” to assist local enterprises in their outreach work.

Taking Silicon Valley in the United States as an example, he pointed out that the local area has an open immigration policy and is willing to absorb talents from all over the world to make the local technology flourish. "Hong Kong should adopt a flexible and open policy."

Wong Kam-fai cites reindustrialization as an example of the development of "Bay Area Integration".

Wong Kam-fai used re-industrialization as an example of the development of "Bay Area Integration". He pointed out that the mainland market is huge, the production cost is low, and the process is suitable for mass production of products.

Hong Kong is good at research and development, has a comprehensive intellectual property system, and the procedures for business negotiations with government departments are simple. "Hong Kong has indeed played the role of international connectivity."

The two places complement each other and will certainly be able to promote the gradual development of the market.

It is hoped that the quarantine policy for arrivals in Hong Kong will be loosened as soon as possible, and the mainland will be exempt from quarantine clearance

As the epidemic becomes more and more stable, the society has room to clearly discuss the road to normalcy. Wong Kam-fai hopes that Hong Kong's quarantine policy can be loosened to "0+0" as soon as possible.

He said that although "0+3" is a big improvement, it can only slightly help the tourism industry: "Many citizens travel abroad in retaliation, and Hong Kong has internal consumption problems instead." It will still cause inconvenience and greatly reduce their desire to come to Hong Kong.

In addition, he hopes that Hong Kong and the mainland can be exempted from quarantine and customs clearance as soon as possible, emphasizing that it will have a close impact on the economy, family exchanges, and talent exchanges.

The candidates for the Legislative Council by-election are Huang Jinhui, Shang Hailong, He Jingkang, Li Guangyu, Chen Yongguang and Huang Ziqian.
