The Democratic Alliance for the Betterment of Hong Kong proposes to set up a system of automatic voter registration for all citizens, and automatic registration of permanent residents as voters.

At present, the government will send a registered letter to confirm voter registration, and if it does not reply in time, the voter qualification will be revoked.

The party proposes to authorize the Registration and Electoral Office to legally obtain voter information through government platforms, which will help update and confirm eligibility.

In terms of voting procedures, the Democratic Alliance for the Betterment of Hong Kong advocates allowing voters to choose their own polling stations, thinking that it will be convenient for citizens who go to work to vote near their workplaces.

The voting time can be shortened to 8:00 am to 6:00 pm, and a pre-voting system will be established to give priority to those who have official duties on that day to vote.

The DAB also has a number of proposals to facilitate the voting of Hong Kong people living in the Mainland. They proposed to cancel the requirement of "no residence in Hong Kong" in the voter registration, and to set up polling areas at the border. They also suggested that Hong Kong offices in the Mainland could be set up Ballot boxes for the convenience of Hong Kong people in the Mainland to vote.

When asked why there was no proposal to set up polling stations overseas, Legislative Councilor Wong Ying-ho of the DAB pointed out that setting up polling stations in the Mainland is the first step in the proposal. At present, Hong Kong laws have not been implemented in foreign countries, so it is not possible to propose setting up polling stations in other places suggestion.

As for the monitoring of polling stations in the Mainland, the DAB proposed that CCTV recordings could be installed at the entrances and exits as evidence for election petitions.

The "Proposal for Improving the Electoral System Arrangements" also proposes to allow the elderly to use their senior card to verify voter qualifications at polling stations, promote electronic voting, and speed up voting and counting procedures.
