The warning day on Thursday is intended to find out where there are still gaps in the warning network in Germany.

Here you can find all information about the new test alarm.

Update from December 8, 2:22 p.m

.: The warning systems in Germany should be tested at 11 a.m. on Tuesday during the nationwide test alarm.

The warning via "cell broadcast" for all mobile phone users was also a particular focus.

For some, however, the smartphones remained silent, as reported by users on social media.

For others, a piercing warning tone went off and a message was also shown on the display.

Apparently, there were also problems with the warning apps Nina and Katwarn.

Users didn't see any message at all or only with a 20-minute delay.

Warning day 2022: many cell phones remained silent – BBK boss speaks of “success”

The 2022 warning day went well for the Federal Office for Civil Protection and Disaster Assistance (BBK): "According to preliminary findings, the nationwide #Warntag2022 was a success!" the BKK wrote on Twitter.

The interaction of the individual systems worked and people became aware of the important issue of warnings, according to a statement by BBK President Ralph Tiesler.

It is still too early for conclusive results.

"We will now evaluate the feedback and thus be able to further optimize the system."

Why was there no all-clear?

An all-clear via “cell broadcast” to all mobile phones was not planned.

"That was not intended from the start," said a press spokeswoman for the BBK when asked by IPPEN.MEDIA.

The all-clear should only be given at 11.45 a.m. via the warning apps, sirens and other warning channels.

This caused confusion for many people.

Messages piled up on Twitter that the all-clear hadn't worked.

The BBK also received many inquiries as to why no all-clear was sent, the BBK confirmed.

The BKK also points out: "Older devices are often not able to receive cell broadcast messages, they also have to be switched on and must not be in flight mode." The warning system is still under construction and should be available to all warning authorities from 2023 be available.

That could be an explanation that many Telekom users have not received a warning.

Update from December 8th, 11.45 a.m

.: All clear at 11.45 a.m. – the nationwide test alarm in Germany has been lifted.

The test of the warning systems for disasters is over.

The second nationwide warning day shows that there are still gaps.

Especially when it comes to warnings via cell phone, it doesn't seem to be running smoothly yet.

The "Cell Broadcast" system is supposed to work if a mobile phone has reception at that point in time.

If it had actually been an emergency, apparently many citizens would not have noticed today.

Information about warning apps such as Nina or Katwarn was only partially received, as reported by users on social media.

It was already clear in advance that sirens would not be wailing everywhere.

Some major cities have deliberately refrained from testing sirens.

In other communities and cities there are still few or no sirens that work.

"While a really nasty warning tone torments me loudly from my mobile phone, the man's mobile phone (same network provider, 5 meters away from mine) remains as quiet as a mouse," writes a user on Twitter.

"No cell broadcast arrived.

IPhone in the Telekom network.

It's a shame," commented another Twitter user.

Apparently, there was no sound on some smartphones when the phone was set to silent, users report.

Warning app Nina did not trigger some.

For others later.

The experiences are very mixed.

Sirens are wailing in some regions of Germany.

The nationwide test alarm on December 8 will take place for all warning devices on different channels.

The Federal Office for Civil Protection and Disaster Assistance (BBK) is asking citizens to take part in a survey on the 2022 warning day.

There is a questionnaire on the website

warntag-umfrage.de.

The manufacturer of the mobile phone and the telephone provider are also asked for personal data.

If the mobile phone does not issue a warning message around 11 a.m. on the nationwide warning day, there can be several reasons - all information at a glance.

Warning day today: Alarm throughout Germany - that's what the citizens can expect

Bonn/Munich – On Thursday (December 8, 2022) a warning day will take place throughout Germany.

The aim of the nationwide test alarm is to find out where there are still gaps in the warning network.

A first test run two years ago turned out to be a disaster.

Now the alarm structures are being put to the test again.

The Federal Office for Civil Protection and Disaster Assistance (BBK) triggers a test alarm of the highest warning level 1 at 11 a.m. throughout Germany.

To do this, the authorities and emergency services involved activate various warning devices such as radio and television, sirens or warning apps such as NINA or KATWARN.

Companies such as Deutsche Bahn or operators of digital display and city information boards are also involved.

In practice, this is done via the so-called modular warning system (Mowas) of the federal government, which it uses together with the federal states and the municipalities.

The official situation centers send out satellite-supported warning messages, which are distributed in Germany in many different ways.

What is new this year is the use of a new warning device: cell broadcast.

This is a technology that makes it possible to send warning messages directly to a mobile phone or smartphone, without going through a warning app.

"With no other means of warning can we reach more people," says the BBK website.

New warning technology cell broadcast has deficits

However, there are some weaknesses: The technology only works with newer devices.

The BBK has drawn up a list of receiving-capable smartphones.

According to estimates by the authorities, the warning SMS reach around half of all mobile phones in Germany.

In addition, the smartphone must be switched on and have the latest update installed.

Important: This is a test.

People who receive the warning do not have to take any action.

The all-clear was given at 11:45 a.m.

The flood disaster in Rhineland-Palatinate and North Rhine-Westphalia in July 2021, when people were not informed about the impending danger, impressively showed how important a timely and functioning warning is.
