Where in Perca should a new cell phone system be set up?

The city administration and the building committee of the city council want to have this question clarified with the help of an expert opinion.

The committee initially rejected an operator's proposal for a facility on the sports field on Thursday.

Percha – A new cell phone base station is to be set up in Percha.

On October 10th, the town hall received a first request from the company Eubanet.

The company based in Ibbenbüren (North Rhine-Westphalia) is looking for a new location in the east of the city on behalf of Telefonica Deutschland.

The city council's building committee discussed the project on Thursday evening.

Initially, Eubanet suggested a search radius around Harkirchner Strasse 6b, which largely includes inhabited areas.

On November 14, the company submitted a second request and already named a specific location: Heimatshausener Straße 1, between the SC Percha sports field and the communal accommodation that has been inhabited since April 2017.

The area is north of the Autobahn and about half a kilometer from the original search radius.

The property belongs to the city and is outside of nature, landscape or FFH protection areas.

Eubanet suggests combining the cell phone system with a floodlight mast on the sports field.

The city administration quoted a statement from the operator in the meeting draft as saying that it was not possible to switch to the surrounding cell phone systems because they were already being used to capacity.

However, this proposal does not appear to be set in stone.

According to city architect Stephan Weinl, both the operator and Telefonica Germany have shown themselves open to talks.

However, Weinl also pointed out that the mobile phone companies had a supply contract.

"In principle, such transmitters can be set up anywhere," he said, reflecting the legal situation.

"We cannot prevent them under planning law." And drawing up development plans just to steer this topic in the desired direction is very time-consuming.

"It's better to come to an agreement beforehand in a dialogue process." The companies' willingness to talk is therefore all the more valuable.

Similar to the search for a location in Söcking a few years ago, Weinl and Mayor Patrick Janik therefore suggested that an immission report be drawn up first.

According to unanimous opinion, this very quickly steered the discussions in Söcking down the right path.

The report is intended to "examine existing cell phone systems or alternative locations as an alternative proposal," the template said.

Of course, it should also take into account the location on the sports field.

"We have no knowledge of the effects of the transmitter at the proposed location," said Weinl.

In the end, the administration hopes for a comparative analysis of alternative locations in order to find a compromise between the city and the network operator.

The investigation is expected to cost 10,000 euros.

The building committee voted in favor of this path with a large majority - and therefore initially rejected the location on the sports field.

Only Michael Landwehr (WPS) found the report superfluous.

The proposed location is outside of a residential area and is "a very reasonable compromise," he said.

"We can save the 10,000 euros."
