In July 2009, a massacre of four dead bodies occurred in a tin house near Wuzhou Road, Pingche, Taguling, which shocked the whole of Hong Kong!

The 44-year-old household head Tan Chenghui, his 34-year-old wife Tang Enyi, the 10-year-old eldest daughter Tan Xiaowen, and the 7-year-old daughter Tan Xiaoying were brutally murdered by their cousin Xu Shengqi.

The bodies of the four people were buried with cement in the open space opposite the tin house. After the case was revealed, the bodies were dug up one by one. The murderer Xu Shengqi was convicted of murder and sentenced to life imprisonment.

After the tragedy, the scene of the crime has become a famous haunted house site in the village for 13 years. The iron house and the land have not been inherited. It is suspected that part of the tin house of the Tan family was demolished and shoveled away, and paved as a driving road.

The mysterious man claimed to be the owner of the haunted house and directed the workers to construct

After an in-depth investigation, "Hong Kong 01" found that about 1,000 square feet of iron houses at the scene of the murder were suspected to have been demolished and leveled (see separate article) to pave a road for driving.

When Mr. Chen, a villager, drove to feed the stray cats and dogs near the haunted house at the end of last month, he saw Mr. Luo, who claimed to be the owner of the haunted house, directing a group of workers to construct. board removed.

At that time, Mr. Chen thought that the other party was the owner, so he followed the instructions and drove the car away.

A week later, when Mr. Chen returned to the previous site, he found that his face was completely changed. There was a driving road opened where the metal house was originally. When he discussed with the nearby villagers, he learned that Mr. Luo was not the owner of the haunted house. "(The owner) died. It’s drying up, he (Mr. Luo) should not be the owner.”

The owner of the land of the haunted house is suspected of being uninherited, and the deceased is still the victim

The reporter of "Hong Kong 01" searched the property rights of several pieces of land near the haunted house and interviewed several villagers, and learned that the incident was suspected to be caused by a rental problem, involving at least 4 pieces of land.

The newly paved road occupies DD77 LOT 515 (hereinafter referred to as 515), DD77 LOT 516 (hereinafter referred to as 516) and suspected part of the government land.

According to the information, the land lot number of the murderous house is 515, and the ownership has not changed hands for many years. The owner is still Tan Chenghui, the deceased of the Miemen massacre, not Mr. Luo whom Mr. Chen met earlier.

In other words, the 515 land where the murder occurred was suspected to be occupied without authorization during this incident.

The mysterious man is a tenant of several nearby land

Mr. Luo's true identity is the tenant of DD77 LOT 506 (hereinafter referred to as 506) and 516, both of which belong to the ancestral hall.

According to the information obtained by this newspaper, the manager of the ancestral hall had leased the two places together to Haolang Development Co., Ltd. many years ago. One of the directors of Haolang Development was also surnamed Luo, and Mr. Luo, who directed the construction workers same surname.

In fact, as early as 2013, Haolang Development Co., Ltd. had negotiated to purchase two plots of land 506 and 516 for 4.25 million yuan, but the transaction was not completed in the end.

As for why Mr. Luo had the idea of a haunted house?

It is understood that Mr. Luo actually rented three lands on Wuzhou Road, 506, 516 and DD77 LOT 517 (hereinafter referred to as 517). Among them, 506 with a larger area is used as a warehouse for lease, and 517 is the access to 506 warehouse. The only way.

However, the lease of 517 expired on October 31 this year. Mr. Luo and the owner of 517 could not reach a consensus on the renewal of the lease. Therefore, the owner of 517 decided to take back the land and closed the road with stone blocks from November 1. .

The incident stemmed from the self-paving of the road after the road was closed due to the rental dispute

Since 517 is the only passage leading to 506, the road is narrow, and if the road is blocked with stone pontoons, large trucks will not be able to enter and exit.

The two plots of land 517 and 515 are partly connected, so the villagers suspected that someone wanted to ensure that the passage to and from the warehouse was unobstructed, so they hired workers in advance at the end of October this year to demolish the about 1,000-foot iron house on the plot of murder case 515, and "steal" to lay a road The driveway allows trucks to continue to enter and exit the warehouse of 506, but the relevant behavior is to occupy the haunted house to open the way.

Pressed by Luo Sheng, the reporter admits to renting the land on the site

The reporter of "Hong Kong 01" visited Pingche several times from the end of October to November, and met Mr. Luo in early November, and asked him about the opening of the road on the spot. He initially admitted that the road was paved at the end of October. Immediately after he identified himself and asked him the reason for opening the road and whether it was related to the 506 warehouse, Mr. Luo changed his words on the spot and said, "It was...someone opened it for us to fight." But he admitted to renting the land at the address.

The reporter continued to ask him whether he had obtained the consent of the owner before opening the road. Mr. Luo said: "I know the frame, I know the frame." But when the reporter pointed to the land of 515, Mr. Luo paused for a while, and only replied: "Hey , when we get there (515), I just...you ask them back, anyway, we have no problem." He reiterated again later: "It's people who help us open (the road)."

Luo Sheng claimed to have had contact with descendants of the Tan family but did not disclose details

Before the reporter left, Mr. Luo asked him how he obtained the consent of the Tan family, Mr. Luo responded: "He has descendants, how will those people contact his descendants? I don’t know. (Have you ever had contact with the descendants of the Tan family?) We do.” But when the reporter asked him which descendants of the Tan family he had contact with, Mr. Luo didn’t answer and drove away immediately.

The reporter met Mr. Luo in early November. He admitted to renting the land on the site and had contact with descendants of the Tan family, but did not disclose details.

This newspaper has contacted the owners and relevant managers of 517, 506 and 516. The owner of 517 said that they took back the land for their own use. The relevant manager revealed that the two pieces of land had been leased to Luo Sheng for many years, and they only collected rent every year. They did not participate in the operation of the warehouse, nor did they participate in the demolition of the house to pave the road. The incident has nothing to do with the ancestral hall.

This newspaper then called Luo Sheng for further inquiries, but received no response.

Lands Department: Suspected occupation of government land is under investigation, but it is inappropriate to intervene in private land ownership disputes

This newspaper asked the Lands Department about the private paving of roads. The Lands Department replied that the lot was an old batch of private agricultural land and there was no restriction on its use.

However, after the North District Lands Office sent staff to the site for inspection, it was found that there was suspected illegal occupation of adjacent government land. The department is now investigating, and the department will post a notice in accordance with the "Land (Miscellaneous Provisions) Ordinance (Cap. 28), Order to stop the illegal occupation of government land, otherwise land control action will be taken.

As for the incident suspected to involve the demolition of iron houses and the laying of roads on private land without the owner’s consent, the Lands Department replied that, generally speaking, disputes over the ownership and use of private land should be resolved by the owners themselves. Prescription should not intervene.
