On the afternoon of December 13, New Zealand officially passed the third reading of the bill, prohibiting the sale of tobacco to those born in 2009 or later. It is scheduled to take effect in 2023. It is believed to be the first country in the world to introduce relevant measures.

The local deputy health minister said that thousands of people will live longer and healthier, and the government expects to reduce medical expenses.

According to the newly passed bill, the sale of tobacco to anyone born on or after January 1, 2009 is prohibited, otherwise they will be fined 150,000 New Zealand dollars (about 750,000 Hong Kong dollars). This bill is therefore described as prohibiting the next generation from buying cigarettes for life .

Other elements of the bill include a drastic reduction in the number of points of sale that are permitted to sell cigarettes, from about 6,000 points of sale across the country currently to 600 by the end of 2023.

New Zealand aims to become a "smoke-free country" by 2025.

New Zealand's deputy health minister, Ayesha Verrall, said thousands of people would live longer and healthier lives, and it was estimated that the health system could save about NZ$5 billion by not having to treat a large number of patients with smoking-related diseases ( about 25.2 billion Hong Kong dollars).

In November, the Hong Kong Council on Smoking and Health advocated imitating New Zealand to enact the "Smoke-Free Generation" bill, proposing to ban the sale of tobacco to people born after 2009, and to increase the tobacco tax by 100%, so that the retail price of each pack of cigarettes rose to nearly 100 yuan .

The chairman of the committee, Tang Xiuqi, also said that when he met with the Director of the Medical and Health Bureau, Lu Chongmao, Lu Chongmao mentioned that he would consider following New Zealand's practice.
