Sentenced to two years in prison Cecilio Lera, the mayor of a town in Zamora who offered money for sex to a minor

The councilor, expelled from the PSOE in 2020 for a case of sexist violence, is indicted in another process for sexual abuse of other girls


The mayor of Castroverde de Campos (Zamora, 270 inhabitants), Cecilio Lera, has been sentenced to two years in prison for a crime of corruption of minors.

The councilor, 69 years old and who has been in office since 1978, has accepted the sentence imposed by the Provincial Court of Zamora thanks to an agreement in accordance with the Prosecutor's Office, which initially claimed three years of deprivation of liberty for Lera.

The alderman will not enter prison as long as he does not commit a crime within that period.

The judge has considered it proven that Lera offered 300 euros to a 15-year-old minor to have sex with him on November 24, 2021. There is no appeal against the sentence.

Lera also has an oral trial open for alleged prostitution of two minors and sexual abuse of one of them.

The judicial resolution determines that the mayor of Castroverde de Campos knew perfectly well that the recipient of his words was under 16 years of age, and that this sexual offer, through money, constituted a crime.

The penalty has been agreed upon between the parties and includes a 100-meter restraining order between the mayor and the girl for one year.

The Prosecutor's Office claimed in the first instance three years in prison and a distance measure of 200 meters from her and her relatives, as well as another six years of prohibition of communication between the adult and the victim.

Cecilio Lera, who was in prison from November 30, 2021 to April 6, 2022, when he was released after paying 1,000 euros of bail, has another case related to sex and minors pending.

The Zamorano court of Villalpando, the judicial district to which this town corresponds, opened last week an oral trial against the alderman for "allegedly prostituting two minors and sexually abusing one of them."

The facts imputed to him imply a crime of sexual abuse of a minor under 16 years of age, two other crimes of favoring the prostitution of a minor, another of exhibitionism and another of disseminating pornographic material.

This investigation began in the summer of 2021, months before he offered the girl 300 euros to sleep with him, and came to the conclusion that the two victims, aged 14 and 16, regularly went to the man's house, "during at least three months”, according to judicial sources in Castilla y León, who paid them between 50 and 100 euros to give him a massage or have sexual relations with them.

Sources close to this case assure EL PAÍS that the girls are the daughters of farm workers from Eastern European countries who come to the province of Zamora and that they are in an "extreme situation of social and economic vulnerability."

The mayor of Castroverde was already sentenced for sexist violence against his partner, although the sentence was replaced by addiction rehabilitation courses.

This violent episode marked his expulsion from the PSOE in 2020, the party for which he had governed the town since 1978. Lera continues to be mayor despite his legal circumstances, since he no longer belongs to the socialist party.

There is also no option for a motion of no confidence that favors a change in the mayoralty to prosper.
