The first Chinese female jockey in Hong Kong, Jiang Bihui, was suspected of falsifying sales records and commission receipts to defraud the commission of a private health care center where she was the operating director. She was charged with falsifying accounts by the ICAC.
According to the ICAC, 46-year-old Jiang Bihui, the former operating director of Jiaxinkang Intelligent Medical (Asia) Co., Ltd., was charged with three counts of falsifying accounts, in violation of Section 19(1)(a) of the Theft Ordinance.
She has been released on bail by the ICAC, pending her plea at the Eastern Magistrates' Court on Thursday (15th).
Jiang Bihui was involved in the horse-building case in 1996, and the investigation was finally withdrawn by the ICAC in mid-1997.

Jiang Bihui used to be a female jockey. In 1996, she was involved in a horse-making case. In mid-1997, the investigation was withdrawn by the ICAC.

Care Health is a private health center that provides cardiovascular screening services.
According to the cooperation agreement, the referral agent can get 10% to 30% of the net sales amount as a commission for every successful referral to Jiaxinkang.
All referring agents are required to sign the "Agent Commission Receipt" to acknowledge receipt of the commission.
At the time of the case, the defendant was an operating director of Jiaxinkang. He was responsible for preparing Jiaxinkang’s sales records, issuing checks to referral agents and processing “agent commission receipts” for Jiaxinkang’s accounting purposes.
Since the defendant is not a referral agent, she cannot receive any referral commission.
Suspected of falsifying sales records so that a friend was paid a commission of 3,800 yuan
The cases occurred between March and April 2020.
The defendant is suspected of falsifying three sales records of Jiaxinkang and two "Agent Commission Receipts", so that a friend seems to have referred 13 clients to Jiaxinkang, and received and could receive a total of about 3,800 yuan in referral commissions .
The ICAC received a corruption complaint earlier and launched an investigation. It was found that the friend had never referred any clients to Jiaxinkang, nor had he signed the "Agent Commission Receipt" and received commission.
Jiaxinkang provided comprehensive assistance during the investigation of the case by the ICAC.
