The salary of local recruits must not be lower than the salary of imported nursing staff, and the salary of imported nursing staff must not be lower than the median monthly salary of nursing staff compiled by the Census and Statistics Department.

The spokesman said that institutions that have successfully imported caregivers through the special scheme are required to pay the employee retraining levy, which is in line with the arrangement of the Supplementary Labor Scheme; and the institutions must sign a specified standard employment contract with the imported caregivers , which is roughly the same as the current standard employment contract under the Supplementary Labor Scheme.

The Government will set up an inter-departmental liaison group composed of representatives from the Labor and Welfare Bureau, the SWD and the Labor Department to review applications submitted by residential care homes on a first-come, first-served basis.

The Director of Social Welfare will make a decision on each application after taking into account the advice provided by the Panel.
