For tax reasons, the city has to reorganize the administration of the Plantsch.

Nobody is enthusiastic, especially not Plantsch boss Andreas Kosian.

There is also an additional burden on the city administration.

The first disadvantages cast their shadows, so the construction of the PV system is now being delayed.

Schongau – The Christmas meeting of the city council started with a non-public part, after which the city councilors voted for the changes without further speeches.

Apparently the city had been racking their brains for a long time about how best to proceed.

Change to avoid tax disadvantages

The background is a tax audit at the municipal company Plantsch by the Bavarian Municipal Audit Association.

In order to avoid tax disadvantages, he recommended restructuring.

And it had to be done quickly, even before the turn of the year, so that the changeover would take effect on January 1st and the new tax year.

From the outside, not much will change at first, and bathers will probably not notice it at all: the board of directors and board of directors will remain with the municipal company as before.

But in the future there will still be an eight-member pool committee that has to meet in public and then comes together if the city council doesn't decide anyway.

One point for the baths committee, for example, is adjusting the admission prices for the family baths.

Doesn't sound wild at first.

"Of course I'm not thrilled," explains bathroom boss Andreas Kosian.

And he also explains why: he calls the construct that now has to be established so that everything can be processed properly in terms of tax law “a huge bureaucratic monster that we are now pushing in front of us”.

For 18 years it worked fine the way it was.

"Now everything is getting slower, more difficult, more expensive and more complicated," says Kosian.

"It's a lot more work for a lot more people, everything now has to be prepared for two administrations."

Bettina Schade, executive officer at the Schongau town hall, sees it the same way: "The processes are getting longer and at the end of the day it's more complicated." Of course, efforts will be made to get everything on the table as quickly as possible.

What exactly is changing now?

Kosian explains this using a current example, namely the planned photovoltaic system for the roof of the Plantsch, through which it is hoped that further energy savings will be achieved.

At least with the small roof you can start immediately, everything is written out, the entrepreneur is ready.

But now you shouldn't give the order for the time being.

Because while the municipal company can initiate tenders up to an order of five million euros itself, the city administration has to start a procedure from an amount of 50,000 euros.

“That has to go to the city council and it will take forever,” Kosian makes clear.

In principle, it is even about all costs over 800 euros - all expenses and investments that have to be written off for tax purposes over several years, i.e. almost everything in the splash.

"It annoys me, but nobody's happy about it, everyone shakes their heads at this bureaucracy monster."

Renovation work is pending on the roof of the pool

As far as the PV system is concerned, it could ultimately cost the city a lot of money, because every day counts when it is connected to the grid.

The facility is to be expanded to cover the entire roof of the Plantsch, starting with the new Saunaland building at a cost of around 100,000 euros.

Kosian then expects another around 500,000 euros for the system on the other roofs, on which renovation work still has to be carried out, which he sees in the clear six-digit range.

Sometimes the entire sheet metal on the roof has to be replaced, sometimes the wooden substructure.

But that still needs to be investigated.

“But there is a silver lining,” reveals Kosian.

There would also be other proposals in the room for the municipal company.

These are now to be tax-examined – perhaps at some point the wheel could be turned back.

The members of the new baths committee are the following city councillors: Michael Eberle and Hans Rehbehn for the CSU, Ilona Böse and Tobias Fuhrmann for the SPD, Susanne Tischner and Thomas Schleich for the UWV, Nina Konstantin (ALS) and Markus Keller (Greens).
