Roche extension: The view shows the first development step.

The two building complexes standing in the left corner and behind them the four smaller buildings are new here.

Roche said that this is a schematic representation of the architecture, so it doesn't have to have anything to do with future reality.

The Penzberg city council has paved the way for an extension of the Roche plant by 14 hectares.

He agreed to the development plan with a clear majority against the votes of the Greens and parts of the PM parliamentary group.

Roche is currently leaving open when and how things will continue in the nunnery.

Penzberg – The construction management process was completed on Tuesday evening with a clear majority in favor of expanding the Roche factory premises.

The city council had already approved the change in the land use plan in November.

Then came the development plan.

The decision was made with 19:6.

The four Green City Councilors voted against it.

The four-strong PM faction was divided: only Anette Völker-Rasor and Martin Janner said "no".

Building management process ended - Roche can now submit planning applications

Roche can now submit planning applications.

In total, it is about 14 hectares in the north of the factory site, which corresponds to about 19 football pitches.

The plant currently covers around 46 hectares.

Most recently, the city council said that Roche allegedly wants to build on a third of the area in the eastern area as a first step.

Clearing could take place there as early as 2023.

Roche comments: Initial plans are underway

Asked about the concrete expansion plans, the company announced on Wednesday that projects would be implemented on the approximately 14-hectare site "that will contribute to the continued positive development of the site over the next 10 to 15 years".

It cites production, logistics, infrastructure and administration facilities as examples.

Initial plans for a first expansion step on the eastern half of the expansion area are underway.

However, no statements can yet be made about the scope and the specific timetable.

This is dependent on internal release and approval processes.

Roche confirms an earlier statement that the second expansion step will not take place within the next five years.

According to the company's assessment, this reflects the dynamics of the foreseeable development of the location.

There is currently no concrete timetable for the complete development and use of the north extension.

According to the company, this always depends on the group's need for new and replacement buildings.

Plant Manager: Approval is a “strong sign”

Plant manager Paul Wiggermann rated the approval on Tuesday as "a strong signal from the city council for a continuation of the partnership between Roche and the city of Penzberg, which has grown over the past 50 years".

The plant can now be sustainably modernized and further developed over the next 10 to 15 years.

He assured that this was done "with a lot of respect and great responsibility towards the environment and the citizens".

PM City Council: Hand over influence

However, there were dissenting voices in the city council.

Martin Janner (PM) spoke of an "unusual consideration".

Some feared a painful intervention in nature and a strain on the infrastructure, others feared for Roche's interests if the city was too timid.

He again mentioned the three-stage proposal, according to which a first construction phase is permitted, but before further steps the question must first be answered as to whether internal densification is also possible.

This influence is now being handed over.

Greens vote unanimously against the development plan

Sebastian Fügener (Greens) said his group made the proposal at the beginning of the process.

"We value Roche as an employer and want to support the Penzberg site." However, a moderate expansion would have given us the opportunity to observe and react to the consequences.

Applicable state law, he said, now stipulates that Roche must build on the land it has acquired within eight years.

Residential construction: make the state government responsible now

SPD faction leader Adrian Leinweber, on the other hand, described the development plan as a compromise after a long discussion.

CSU faction leader Maria Probst was happy that "we're crossing the finish line today".

However, it is important for her to emphasize that the task has always been viewed critically.

Armin Jabs (BfP) replied to Fügener that sustainable jobs would be secured here, while other sectors such as automotive suppliers had to fight.

But he also pointed out the consequences for the infrastructure.

According to Jabs, since the state government has indicated that it wants the expansion, it must now be held accountable for the housing construction through the state housing association “BayernHeim”.
