The Education Bureau announced today (15th) the "Guidelines on Professional Ethics for Teachers", encouraging teachers to consciously abide by it, including "maintaining national security and social order" as a requirement for the first time.

The "Guidelines" list eight principles of professional conduct for teaching, with relevant cases, what participating teachers should and should not do.

If a teacher is involved in professional misconduct or illegal conduct, schools can refer to the "Guidelines" to follow up and deal with it, and then the Education Bureau will review the teacher's registration.


The Education Bureau announced today (15th) the "Guidelines on Teachers' Professional Ethics" ("Guidelines") to clearly explain the professional ethics and codes of conduct that teachers should have, encourage teachers to consciously abide by them, protect the well-being of students, protect the education profession, and safeguard national security and social order.

A spokesman for the Education Bureau said that when formulating the Guidelines, the Education Bureau not only carefully considered the actual situation of Hong Kong's education system and the current legislation, but also referred to relevant documents on teacher professional development and the professional standards of teachers in different countries and regions, thus summing up the "Guidelines". There are eight professional ethics standards for teachers, including professional beliefs, observance of the rule of law, leading by example, integrity and fairness, dedication to duty, caring for students, respect for privacy and upholding the profession. The guidelines give examples of what teachers should and should not do.

In addition, the "Guidelines" set out the mechanism for dealing with teachers' suspected violations of professional ethics and some examples of cases.

Teachers should carefully read the "Guidelines" to master their requirements for professional and personal conduct.

At the school level, school sponsoring bodies can refer to the "Guidelines" to give instructions to affiliated school governance bodies, and school governance bodies can refer to the "Guidelines" to formulate staff behavior management measures and professional development plans, as well as to commend outstanding teachers.

If teachers are involved in professional misconduct or illegal activities, schools can refer to the "Guidelines" for follow-up handling.

The Education Bureau will refer to the "Guidelines" to review the registration of teachers; it will also arrange professional development and training activities for teachers, and commend teachers who have performed outstandingly in terms of morality and teaching profession, so as to build a team of teachers with both moral integrity and ability.

The Education Bureau will update the content of the "Guidelines" according to the needs of the times.
