According to the meeting party, one of the professional partners of the reorganization project, the Pacific Early Childhood Education Research Association (Hong Kong) (PECERA–HK), issued a certificate to the child care workers of Tongleju, confirming that they have completed the training and that their service groups have successfully completed the training. Certified by the Infant Learning Environment Rating Scale (ITERS, for infants and toddlers) and the Early Childhood Learning Environment Rating Scale (ECERS, for children 3 years and older).


The child care workers who received the certificates at the award ceremony today included those who were seconded by CNOPE and other service units of the Society for the Protection of Children and finally chose to stay at Children's Home.

The "Children's Home Service Reorganization Plan" is one of the important initiatives of the Society for the Protection of Children to respond to the first phase report of the Independent Review Committee to promote reform.

The 9-month turnaround was planned and led by the Council of Not-For-Profit Early Childhood Education (CNOPE), which seconded 29 early childhood workers (for a period of 6 months) and two program managers from its member organisations. Xia Mu, Chairman of the Executive Committee of the Society for the Protection of Children, described this important reform as being of special significance to Tongleju. The brand-new teaching and counseling model provides inspiration and education suitable for their development process, including many children with developmental disabilities or special educational needs.

Xia Mu said that the manpower ratio has been greatly improved, so that the ratio of employees to children has increased from 1:7 in the past to 1:5. At the same time, the staff's duty arrangement has been adjusted to take care of the same group of children with fixed child care workers and social work teams. To strengthen the awareness and connection between children and caregivers; the digital platform of Children's Home is also being improved. The goal is to improve the administrative work efficiency of child care workers and different professionals, and reduce human errors and related risks.

Zhou Shunyi, Director-General of the Society for the Protection of Children, said that she was deeply inspired by working, learning and solving problems with the CNOPE team in Tongleju in the past 9 months.
