Chairman of the Election Management Committee Lu Qikang, Secretary for Constitutional and Mainland Affairs Tsang Kwok-wai, together with members of the Electoral Management Committee Lu Yixin and Shi Danli, today (16th) visited the polling station and the central counting station of the Legislative Council Election Committee Sector of the Convention and Exhibition to inspect the staff simulation exercise.
Lu Qikang said that the preparations for the by-election are nearing completion, and he thanked his colleagues for their efforts and encouraged them to go all out to ensure that the voting and counting work on Sunday (18th) can be carried out smoothly and efficiently.
Election workers will be staffed on polling day by people from various departments.
The EAC encourages them to intensify their training and familiarize themselves with the details and arrangements of each process.
Election Committee sectoral polling stations will issue ballot papers using the electronic voter register system.
The election committee must present the original Hong Kong permanent resident identity card or other alternative documents required by law when collecting ballot papers.
The voting system adopts the "unanimous ballot system", that is, each election committee must vote for no more than and no less than four candidates, otherwise the ballot will be invalid, and the four candidates with the most votes will be elected.
After the close of voting, all ballot boxes will be transported to the voting area of the central counting station, where the ballot papers will be counted by the optical mark reading system.
The Registration and Electoral Office has organized a number of online briefing sessions and training drills for polling station and counting staff to familiarize them with the work process and understand the contingency measures to deal with emergencies.
The Legislative Council by-election was held on Sunday, and the crisis management meeting did not mention any more encouragement to "travel with peace of mind". Work-ready to continue the time-slotted voting arrangement
