The Legislative Council Discusses the Amendment to the Composition of the CUHK Council

The three members of the Legislative Council who are also board members of CUHK, including Zhang Yuren from the Liberal Party, Liu Guoxun from the Democratic Alliance for the Betterment of Hong Kong, and Deng Jiabiao from the Federation of Trade Unions, plan to propose a bill to amend the composition of the board of directors of CUHK, and propose to increase the proportion of non-school board members.

The Educational Affairs Committee of the Legislative Council discussed the relevant bill today (16th). New Thinking Legislative Councilor Di Zhiyuan pointed out that increasing the proportion of non-school board members will make people feel that outsiders are allowed to control school governance and form a power struggle.

He is worried that the threshold for appointing a principal after the amendment to the law will be too high, which will deter suitable candidates and make the process of principal recruitment "difficult".

Lau Kwok-hsun said that CUHK is funded by public funds, and the direction cannot be determined entirely by the school management. It needs external supervision. It is hoped that people from all walks of life will view the proposal positively.

He mentioned that many off-campus directors have connections with CUHK, are familiar with CUHK culture, and will base their interests on CUHK.

Deng Jiabiao said that the appointment of the president of CUHK is not for "academics", but to govern the university.

He criticized Duan Chongzhi, the president of CUHK, for his absence from the meeting, and questioned that Cha Yichao, who had only served as the chairman of the CUHK Council for nearly five months, might not understand the turmoil that occurred in CUHK in the past.

Zha Yichao said that CUHK has agreed to set up a task force to further consult stakeholders, and hopes to hold a special meeting of the school board before the end of February next year to listen to the preliminary consultation results.
