Initially, the two deceased, the unconscious female worker and the other three injured cleaners were all employed by Yaofa Environmental Services Co., Ltd. The Labor Rights Association reiterated that although the employers of the casualties in the accident were cleaning companies outsourced by the FEHD, outsourcing the work does not mean outsourcing the responsibility.
