High tax income, no borrowing: The 2023 budget of the municipality of Poing is balanced and solid.

Poing - 75.5 million euros total volume, administrative and asset budget balanced, high tax income, no borrowing necessary despite large projects and imminent increase in the district levy: This is the budget of the municipality of Poing for 2023 summarized in a few words.

Thanks to high trade tax revenue (almost 16 million euros) and income tax participation (15.5 million euros; each means 26 percent of the total revenue), Poing is the municipality in the district with the highest financial power (1600 euros per inhabitant), reported Mayor Thomas Stark and Treasurer Tobias Stokloßa at the City Council budget meeting on Thursday evening.

The district levy remains a huge cost factor

Downer: As a result, Poing is particularly hard hit by the district levy (payment by the municipalities to the district, according to the respective financial strength): If the district council (as is to be expected) increase the levy in its last meeting of the year, 14 million euros are due .

In 2023, the district levy will account for 23 percent of all expenditure.

Speaking of expenses: Due to the general price increase, the administration expects annual additional expenses in the areas of personnel (EUR 950,000 due to new wage agreements) and building maintenance (EUR 450,000 due to increased energy costs).

Despite all the rising expenses and global political crises: "We have a solid budget and a sufficient cushion," said Mayor Thomas Stark (independent).

According to financial planning, the cushion (= reserves) will still amount to almost 14 million euros in 2026 (2023: 29 million euros).

"We would be prepared for any emergencies or failures."

The swimming pool and canteen are the largest investments

The largest current investment is the construction of a new teaching pool and canteen at the Anni Pickert School.

The costs for both together amount to about 17 million euros.

The canteen is scheduled to open when school starts in 2024/25, and the swimming pool (some of which can also be used by the public) a short time later.

Poing can manage this major project without having to take out a loan.

Due to the stable budget and the good forecasts for the following years (commercial and income tax revenues remain at a constant high level), the contributions of the parliamentary groups in the municipal council were benevolent and positive.

“We have a sustainable household.

Poing is well positioned," said Michael Lanzl (CSU).

"We're on the right track," judged Günter Scherzl (FWG).

Dominik Hohl (SPD) also praised the budget management and the fact that the administration will set up a savings commission with representatives from the administration and the municipal council.

In order to continue to check every position and every issue in the future.

However, two measures have been put on the waiting list

Due to initial consultations, two measures were put on the waiting list for the time being, reported Mayor Stark: the renovation of Römerstrasse and Vikingstrasse (an investment of over two million euros) and the renovation of the administration building at Rathausstrasse 4 (brick house) with around 2.6 million euros.

Wolfgang Spieth (FDP) and Christina Landgraf (Greens) also thanked the administration for the solid budget management.

Landgraf emphasized that the administration should continue to try to fill the position of climate protection/environmental manager, which has been vacant for a good year.

Likewise the street work position.

And Spieth thanked the administration for the fact that, at his suggestion, the administration is now putting a sum of 10,000 euros in the budget for "art in construction" in new public buildings.

However, this is too late for the new underpass at the S-Bahn station.
