Legislative Council 12.18 by-election 4-seat EAC: Counting time is similar to general election over 3 hours

The by-election for the four election committee seats of the Legislative Council will be held tomorrow (18th). The Chairman of the Election Management Committee, Lu Qikang, visited the Wanchai Convention and Exhibition ticketing station.

He said that the polling stations and counting centers are ready for both software and hardware, and he is confident that the by-election will be held smoothly. The EAC will ensure that the election is conducted in an open, fair and honest manner.

Lu Qikang said that he would not predict the counting time, but he was confident that the election would be held efficiently. Referring to last year's Legislative Council electoral committee which took 3 hours and 17 minutes to count votes, he believed that the results would be announced within a reasonable time.

He said that at present, a total of 12 election committee members have registered to vote at the community isolation facility in Penny’s Bay, and the ballots will be disinfected before being transported to the convention and exhibition counting station.

Lu Qikang pointed out that there are 6 candidates in this by-election, and the voting time is from 9:00 am to 11:30 am. He refused to predict the time of counting votes, but he believed that he could refer to similar elections in the past. For example, the 2021 Legislative Council election took 3 hours and 17 minutes. It is believed that 4 seats and 40 seats were voted, and the electronic optical recognition machine was used to count the required It's almost time.

As for candidates Huang Jinhui, deputy dean of the Faculty of Engineering at CUHK, and Shang Hailong, general manager of SenseTime Hong Kong, who were suspected of violating regulations and failing to report the consent letter of supporters, Lu Qikang said that the Registration and Electoral Office has been aware of the incident and wrote to the candidates to request compliance with relevant guidelines and regulations and will not comment on individual cases.
