But the Kyiv government rejected his proposals and considered them tantamount to "appeasement of the aggressor", and stressed that it is not possible to reach an agreement that includes the waiver of lands.

There is no end in sight to the conflict sparked by Russia's attack on Ukraine on February 24.

The war has claimed tens of thousands of lives and displaced millions.

Russia now controls about a fifth of Ukraine, and the Kremlin says Kyiv should recognize Moscow's annexation of areas in southern and eastern Ukraine.

In return, Ukraine says all Russian forces must leave its territory, including Crimea, which Russia annexed in 2014.

Kyiv applied to join NATO, after Moscow announced the annexation of some Ukrainian lands last September.

In an article in the British magazine "The Spectator" under the title "Ways to avoid another world war," Kissinger said that "the time has come to build on the strategic changes already achieved, and integrate them into a new structure towards achieving peace through negotiations."

"The peace process must link Ukraine to NATO. The option to remain neutral no longer makes sense," he added.

Kissinger said that he proposed last May a cease-fire, according to which Russia would withdraw to the front lines it was in before the start of its invasion of Ukraine on February 24, but that Crimea would remain the subject of "negotiations".

Kissinger proposed holding a referendum under international supervision to decide on the territory that Russia announced its annexation in the event that it proves impossible to return to the scene that was the situation in 2014.

Kissinger warned that wanting to make Russia appear "powerless," or even seeking to dismantle it, could unleash chaos.

For his part, Mykhailo Podolyak, assistant to the Ukrainian President, said, "Mr. Kissinger does not understand anything. Neither the nature of this war nor its impact on the world order."

"The plan that the former foreign minister calls for, but is afraid to say clearly, is simple: to appease the aggressor by sacrificing territory from Ukraine in exchange for guarantees of non-aggression against other Eastern European countries," he added.

He continued, "All supporters of simple solutions must be aware of something visible to the eye, which is that any agreement with the devil, any bad peace at the expense of the Ukrainian lands, will be a victory for Putin and a recipe for success for him," he said.

It is noteworthy that Kissinger, 99, played a prominent role in the political breakthrough of the Cold War between the United States and the Soviet Union, when he was Secretary of State under Republican Presidents Richard Nixon and Gerald Ford.

Kissinger has held several meetings with Vladimir Putin since the latter was elected president of Russia for the first time in 2000.
