The "Primary Medical Health Blueprint" proposes long-term reform of the public medical system, hoping to reduce the burden on the medical system, including focusing on community-based "preventive treatment" and encouraging "one person, one family doctor". It will be launched in the second and third quarters of next year at the earliest The "Chronic Disease Co-management Program" subsidizes citizens to receive screening and treatment services in the private medical market, with priority given to hypertension and diabetes in the first phase.

Chen Kaixin pointed out that although there were services in primary medical care in Hong Kong in the past, there was a lack of planning. She agreed with the development goals of primary medical care proposed in the "Blueprint", and believed that making good use of primary medical care would help solve the heavy burden brought about by the further increase in medical services in the future.
However, she said that the "Blueprint" only proposed the policy direction, and how to achieve the relevant goals still needs to be followed up, especially in the implementation of "one person, one doctor". Further discussions should be made on how to change the behavior and habits of citizens, and how to set charging targets. To ensure that the fees are attractive.
Chen Kaixin believes that in the short term, it is necessary to ensure sufficient manpower for the development of related services, especially in the future when district health centers will provide services in the form of an "interdisciplinary team". Professional manpower planning and division of labor will be the most important tasks of the primary medical department.
