The UCO maintains that the Valencian socialists were released from paying advertising and mailing expenses

The Central Operative Unit (UCO) of the Civil Guard believes that three companies involved in the Azud plot ran for various electoral positions in the campaigns of the Valencian socialists in 2007 and 2008. In a report included in the summary, the agents indicate that, From the documents seized, they deduce that the PSPV did not pay for the merchandising, publicity and mailing expenses of the campaigns in which Carmen Alborch (2007) was a candidate for mayor and María Teresa Fernández de la Vega (2008) headed the list for Valencia to Congress, but rather were companies interposed and involved in the Azud plot.

Specifically, the irregular financing, which would be prescribed, comes from an urban operation promoted in the Alicante town of Jijona that never took place.

one of the companies of the promoter of said development, Jaime Febrer, paid a second company about 260,000 euros that paid invoices from four other firms that were the ones that carried out the work for the Socialists.

The UCO report is part of a separate piece of the Azud case, which investigates the collection of bribes in exchange for awards, both by the PP and the PSOE, and the alleged crimes of prevarication, bribery, document forgery, money laundering, trafficking influence, illicit association and criminal group.

In the first phase of the operation, in 2019, the Civil Guard arrested the lawyer José María Corbín, Barberá's brother-in-law, and his partner, the lawyer Diego Elum.

In the second phase, in May of last year, the former deputy mayor of Valencia, Alfonso Grau, was arrested, as well as the sub-delegate of the Government in Valencia Rafael Rubio (PSPV) and 12 other people.

In addition, the person in charge of Finance of the PSPV, Pepe Cataluña, active until 2008, was accused. The UCO attributes to him a prominent role in the operation in which the company Facsa is also implicated, to which the same report attributes the payment of 70,817 euros for the purchase of electoral material from the PSOE.

In addition to Catalonia, the Civil Guard highlights the role of the lawyer José Luis Vera, who worked for Febrer and who, according to the UCO, was dedicated to "obtaining funds whose recipient would be the PSOE."
