The Haifa Magistrate's Court upheld the agreement reached by the parties and ordered Ahmed Massoud to compensate the National Insurance Institute for 60 thousand shekels.
This is a rare step, separate from the criminal procedure, which the state almost never takes.
The court's decision is based on the compensation that the National Insurance Institute is required to pay to the victim of Massoud's crime, who was convicted of crimes of grievous bodily harm.
The incident for which Masoud was convicted occurred in 2014: Masoud approached a man who works for a company that provides cleaning services in the city of Acre and asked him about his work.

The victim tried to resist
Later, and for no reason, Masoud slapped the victim.
When the man tried to take a picture with the mobile phone, Masoud picked up a stone, knocked the man to the floor and tried to steal the device from him.
When the victim resisted, he punched him hard in the face.
Masoud was convicted of the crimes of serious injury under aggravating circumstances, simple assault and obstructing investigative procedures.
As a result of the attack, the victim suffered physical, functional and mental limitations, and he applied to the National Insurance for a work disability allowance. The National Insurance determined his entitlement to an allowance, and later also a permanent medical disability of 75%.

"Our duty as a social organization"
Following this, Attorney Einat Shterman Cohen from the Haifa District Attorney's Office (Civil) filed a lawsuit against Masoud, in cooperation with the Civil Enforcement Unit at the State Attorney's Office and the National Insurance Institute. The lawsuit demanded that Masoud indemnify the National Insurance for part of the benefit agreements that the organization is expected to pay.
The National Insurance Institute stated: "We feel that it is our duty as a social organization to say in a way that is not ambiguous: we hope that the level of violence will decrease, that we respect each other and that we remember that there is no reason to reach situations of violence and vulnerability in people that lead to disabilities."
