[Editor’s Note] Xi Jinping, the general secretary of the Communist Party of China, delivered a report at the 20th National Congress of the Communist Party of China in October this year, explaining in detail how he will lead the Communist Party of China to practice the vision of governing the country and expressing the centrality of the Communist Party of China in the future

[Editor’s Note] In October this year, General Secretary Xi Jinping delivered a report at the 20th National Congress of the Communist Party of China, detailing how he will lead the CCP to realize its vision of governing the country, indicating that the central task of the CCP in the future is to “unite and lead the The Chinese people will comprehensively build a modern and powerful socialist country, achieve the second centenary goal, and comprehensively promote the great rejuvenation of the Chinese nation with Chinese-style modernization.”

It may not be easy to understand the 20th National Congress report, which is more than 30,000 words in length, but it is the most direct document for understanding the strategic intentions and governance planning of the Chinese Communist Party in the coming period.

Why does the CCP, which takes Marxism as its theoretical banner, actively promote the Sinicization of the ideological field?

What is the long-term firm confidence shown by the CCP, and what is the difference between the "Chinese-style modernization" officially explained in the report and Western modernization?

How does the CCP understand Xi Jinping's "great changes unseen in a century", and what changes will China, which is at the center of the changes, bring to the world structure?

This series of articles revolves around these questions.

(Series Ten of Five)

In the past ten years or so, everyone has heard terms such as green development, ecological environmental protection, and climate warming. They are all new concepts advocated by western progressives. They have given birth to political organizations such as the Green Party with the theme of protecting ecology, occupying political moral high ground.

The smog in Beijing is still fresh in people's memory. The US embassy in China even announced the level of PM2.5 in Beijing, which caused a sensation.

And the dust storms that made China feel like the worst environmental saboteur ever, punished by heaven.

Similar news is still coming out today, but more about the US pulling out of the climate agreement, smog in India, and Europe returning to fossil fuel power generation because of sanctions on Russia.

At the same time, China became a world power in solar energy, wind energy, water energy, and nuclear energy. Britain also purchased Chinese nuclear energy technology and equipment, but later canceled it due to political reasons.

This is part of the "big change in the world unseen in a century", but it's not just about climate, it's about development.

Global warming is the result of hundreds of years of human industrial development, and it is the greenhouse gases such as carbon dioxide produced by fossil fuels that destroy the ecological environment.

Scientists have observed for a long time that traditional industrial production methods are unsustainable, and whether sustainable or not has become the criterion for evaluating development, which has given birth to theories such as energy reform and green development.

It is a pity that political populism has driven European and American countries apart. The United States has withdrawn from the climate response plans jointly formulated by the international community, including the "Kyoto Protocol" and the "Paris Climate Agreement."

Human beings pursue a richer material life, making "development" the theme of entering the industrial age.

Traditional industrial production dominated by capitalism not only threatens nature, but also creates social class conflicts, wealth gaps, wars, and social unrest.

Human beings have begun to reflect on the cost of development and how to develop better. However, all kinds of good initiatives are hindered by vested interests in the West.

On the contrary, they are absorbed and corrected in China and become the content of China's "new development concept", which makes China a leader in scientific development.

Not only to combat climate warming

Xi Jinping put forward the "New Development Concept" at the Fifth Plenary Session of the Eighteenth Central Committee of the Communist Party of China, but it is not just about climate warming, but an initiative after reflection on development in a broader field.

Regional economic gaps, uneven wealth distribution, damage to ecological nature due to capital interests, closed development and unilateralism, solidified interest structures, and even wars all create damage and obstacles to development.

Correspondingly, China's "new development concept" includes innovative development, coordinated development, green development, open development, and shared development. , the harmonious development of man and nature, and the modernization of maintaining world peace and development.

Development is not a new concept. If you want to go back to a long time ago, China's "Book of Changes" is a work about development.

But for a long time, human beings have talked about development more from the perspective of economy and wealth, but only as a verb, without realizing that it is as important as life and environment. Economy and wealth are only derivatives of development.

Without development, there will be no progress. Without development concepts, there will be no epistemology and methodology to lead human progress. There will be no "new development concepts" that transcend old and outdated development models. We can only stay in unbalanced, inadequate, and unsustainable development.

Xi Jinping said at the Second Session of the Fifth Plenary Session of the Eighteenth Central Committee of the Communist Party of China: "ideas are the forerunner of action" and "development is a process of constant change. Never change".

The report of the 20th National Congress of the Communist Party of China regards development as "the top priority of the party's governance and rejuvenation of the country." Based on simple environmental imagination.

Conversely, development makes "governing the country" a dynamic concept, directly linking the "new development concept" with the principal contradiction in Chinese society and "Chinese-style modernization," solving unbalanced and inadequate development, and making development and national modernization and The people's happy life is integrated.

Through three historical stages

After the reform and opening up, China's development concept has gone through three historical stages: Deng Xiaoping's "development is the last word" is popular and deeply rooted in the hearts of the people; later Hu Jintao put forward the "scientific development concept", which requires sustainable, people-oriented, comprehensive and coordinated development, There is a general awareness that development should and must be scientific.

On the basis of the previous two development concepts, Xi Jinping believes that the main contradiction of Chinese society has changed. The accumulated solid material foundation, abundant human resources, complete industrial system, strong scientific and technological strength, and my country's largest and most potential market in the world ", allowing China to enter a "new stage of development" that spans history.

In order to build a "powerful modern socialist country with Chinese characteristics", China needs a "new development concept", and the implementation of the "new development concept" will inevitably require the construction of a "new development pattern".

Xi Jinping's "new development concept" is not a dogmatic theory, nor is it a scholar talking on paper in an ivory tower, nor is it a rigid political preaching. An important part of the thought is presented.

If Deng Xiaoping's "development is the last word" emphasized economic construction and poverty alleviation, starting from the development of productive forces, then the "scientific outlook on development" is an upgraded version of it, emphasizing that development must be combined with the environment and the concept of sustainability The "new development concept" is a development theory system formed by reflecting on more than 40 years of reform and opening up and hundreds of years of experience in Western-style modernization.

It puts forward five categories in a very targeted manner, from theory to reality, from comprehensive to specific, from economy to society and ecology, and thoroughly explains the socialist modernization development thought from both the methodology and the epistemological level.

Innovation, coordination, green, openness and sharing

The five areas of the New Development Concept are:

"Innovative development" is based on the experience accumulated in human history, constantly promoting reform and leapfrogging, including correcting outdated and unsustainable development models, and using "innovation" as the primary driving force to lead "development".

It not only revolves around technology and system innovation, but also includes innovation in theory and understanding, innovation in life and production methods, and innovation in standards.

It is innovation to rebuild the harmonious relationship between man and nature, and it is also innovation to establish fair resource distribution through system reform.

Digital technology is innovation, and turning digital technology into a digital economy is also innovation. They can improve economic efficiency and provide shared resources, of course because of innovation.

Innovation, like getting rich and surviving, is the original ability of people and the main means to deal with changes.

The source of science and technology does not come from nature, it is the subjective initiative of people, and it is people who innovate.

Scientists are not dumb, they are more creative than science fiction writers because they can turn their imaginations into reality.

The same goes for politicians, as long as they continue to provide solutions to problems for the well-being of the people, this is also innovation.

Xi Jinping's thoughts on state governance are not only derived from historical experience and referring to the effectiveness of Western governance, but also theoretical and institutional innovations aimed at current needs.

The "new development concepts" in these five categories are the "innovative" achievements of modern state governance.

"Coordinated development" shows that development is for the whole area and the whole, and a certain part cannot be ignored. It includes the coordination between regions within a country, the coordination at home and abroad, the coordination of material and cultural and spiritual life, and also includes the present and future. Harmonization, parent-child coordination of that generation.

Western-style development has been proven to be a partial development, a development of a specific class, an unbalanced and insufficient development, and a simple and crude development.

Coordination is to recognize the existence of global and local, and to solve the unbalanced and inadequate situation, as well as the disharmony caused by the balance.

Contradictions are not necessarily conflicts. Opposition is for better unification. Development itself is to resolve ubiquitous contradictions and oppositions. Development without individual and local coordination is not real development.

"Green development" requires development to maintain a balance with the natural ecology. Its sustainability does not simply refer to energy, but also refers to the restrained use of nature by humans, feedback to nature, and an organic cycle with nature.

Green should no longer be a narrow understanding, but must be elevated to a concept of an overall outlook on nature and life, so that the relationship between social behavior and nature becomes closer, and it is ensured that the modern development of human beings is not at the expense of nature.

Consumerism and materialism should not be tolerated. When everyone focuses on energy sustainability and replaces fossil fuels with renewable energy, the waste of resources cannot be encouraged because efficient production reduces costs.

Green development must be sustainable development, and it is important to connect these two development concepts with the efficiency of natural resource use, but the concept of sustainability is not universal.

When people regard new energy vehicles as consumer goods because electric energy is a trend, it means that consumerism and sustainability are offsetting each other. This kind of consumption perception is wrong, but it is a reality.

Fossil fuels are the blood of the industrial revolution, and they are exhaustible, so it is easy for everyone to understand them with the theory of sustainability.

Natural resources are also exhaustible, just like electronic waste. How to recycle it has become a challenge that green development must face.

"Chinese-style modernization" promotes green development to the harmonious relationship between man and nature, regards man and nature as a community of life, and puts forward sustainable principles such as "conservation first, protection first, and natural restoration". This is a major progress.

"Open development" is the most familiar development model for Chinese people, and Deng Xiaoping's reform and opening up was based on this theme.

It not only refers to opening up to the outside world, rejecting isolation and exclusion, but also avoiding any dogmatic and narrow understanding, embracing new things, integrating with the outside world, inclusive innovation, and even self-revolution.

Openness is not a means, it is a principle.

China was originally closed, but later it emancipated its mind and realized that only development and openness can solve problems.

Today, China faces the unilateralism adopted by developed countries, but it does not fight back. It realizes that only continuous opening up can truly meet the challenges. China even proposes to provide Chinese opportunities for the development of the world, which better proves that openness is no longer As a stopgap measure, it has been upgraded to a primary means of addressing development problems.

Without opening up, there can be no reform, and neither can innovation nor development.

The "dual circulation" strategy is the result of "open development".

When Xi Jinping introduced "open development" at the Fifth Plenary Session of the Eighteenth Central Committee, he pointed out that "the ability to make good use of both international and domestic markets and resources is not strong enough", and it is necessary to make up for it quickly.

The "One Belt, One Road" initiative he promoted has provided economic momentum for "dual circulation" and "open development", and even brought huge development opportunities to many countries along the route, while accelerating the transformation of China's economy.

"Shared development" is the most critical and essential "new" development concept. It is the most authentic people-oriented, adheres to the common development, sharing of achievements, and common prosperity of society, and is the most subversive initiative to the Western development model.

The common prosperity proposed by "Chinese-style modernization" can only be realized through "shared development."

What the Communist Party of China wants to build is a modern socialist country, and it should have emphasized the concept of sharing, but its discourse has been covered up by the strong discourse system of the West. People seldom understand socialism with Chinese characteristics from the perspective of sharing, and autocracy has become more popular. image, so that it missed the opportunity to correctly understand its achievements, especially in the performance of values and governance.

Shared development is not only the pursuit of social value, but also the concept of sustainable and inclusive development, and the essence of society.

However, these are difficult to sustain in the past development concepts. Although they are put on the lips of Western politicians, they are only used to confuse voters to get votes.

Xi Jinping proposed the "New Development Concept" at the Fifth Plenary Session of the Eighteenth Central Committee, and the report to the 20th National Congress reaffirmed the importance of the "New Development Concept" in the discussion of the "New Development Pattern".

The "supply-side structural reform" he proposed immediately after the Fifth Plenary Session of the 18th Central Committee is the result of the transformation of the economic model in the process of promoting the "new development concept".

Xi Jinping believes that "to improve the quality and efficiency of development, the key is to accelerate the transformation of the economic development model, adjust the economic structure, and take decisive measures to resolve overcapacity."

To deal with the downward pressure on the economy during the 13th Five-Year Plan period, we must first understand that "structural problems" are the main impact. "On the surface, it is insufficient effective demand, but in fact it is insufficient effective supply."

Facing the sluggish international economic environment and the impact of the domestic epidemic, China will not be able to achieve its own development goals for the first time this year, and the growth rate will be lower than the originally expected 5.5%.

The State Council just put forward the "Strategic Planning Outline for Expansion of Domestic Demand (2022-2035)", which is to respond to the requirements of the report of the 20th National Congress of the Communist Party of China: "Improve the macroeconomic governance system, give play to the strategic guiding role of the national development plan, strengthen the coordination and cooperation between fiscal policy and monetary policy, Focus on expanding domestic demand, enhancing the basic role of consumption in economic development and the key role of investment in optimizing the supply structure." Since the Third Plenary Session of the 18th Central Committee, especially since the beginning of the 13th Five-Year Plan, the CCP has made every effort to promote the "New Development Concept" Economic governance "transfers methods, strengthens weak links, and prevents risks" to prepare for today's changes in the international economy. We have seen "new development concepts" reflected in today's economic operations.
