Facilitating opportunities for young people to enter the labor market, expanding lending programs for projects, activating the work of non-governmental organizations “civil associations”, voluntary initiatives, partnership with the private sector, empowering people with disabilities, and strengthening international cooperation.

The most prominent implementation of the Ministry of Social Affairs and Labor during the year 2022, and we list them in numbers:

  • 3179 young men and women have benefited from vocational training courses, career guidance and entrepreneurship offered by the 8 youth empowerment centers distributed in a number of governorates.

  • 6 thousand young men and women have benefited from training courses in the fields of language, computer driving, life skills and a number of professions needed by the labor market, as part of the My Paths project, which is implemented by the Ministry with the European Institute for Cooperation and Development and UNICEF.

  • 1050 job opportunities were secured during a job portal forum that was set up by the Ministry in cooperation with the Human Resources Management Corporation, the Syrian Trust for Development and Syriatel on the 19th of last November, with the participation of more than 50 companies and institutions from various sectors and industries, and 100 companies in virtual reality that offered job opportunities miscellaneous.

  • The completion of the main interfaces, the “platform” of the labor market information system, which includes job seekers, companies and institutions, as well as training opportunities, in a way that facilitates obtaining information between supply and demand, expertise and required skills, linking education outputs to the labor market, raising awareness of decent work, increasing entrepreneurial projects, and accessing a national information system approved for the labor market.

Supporting small projects and expanding the segment of beneficiaries in project lending programs was one of the most important aspects of support and empowerment:

  • About 7,000 beneficiaries of the programs implemented by the National Fund for Social Aid through programs to support and enable the demobilized to serve the flag, the program for the wounded of the Popular Defense Forces, and loans from the popular and agricultural cooperative credit banks and the National Microfinance Bank, as the value of the disbursed amounts exceeded 3.115 billion Syrian pounds.

  • The interest rate for loans granted to the wounded joining the Jarih al-Watan project has been reduced to 2 percent for the total and sub-disabled patients, and 5 percent for the partially disabled patients, provided that the fund bears the remaining percentage.

  • Raising the ceiling of loans from the Ebdaa and National Banks for Microfinance and Agricultural Cooperative to 5 million Syrian pounds and in the People’s Credit Bank to 30 million pounds with guarantees of great flexibility and vary according to each bank and vary between personal guarantees or in-kind guarantees.

Activities and projects implemented by the Ministry through international cooperation, non-governmental organizations “civil associations” and voluntary initiatives:

  • Publication of 100 associations and civil institutions “Non-Governmental Organizations” and the registration of 18 volunteer teams.

  • 191 projects that varied between health, education, social, agricultural and entrepreneurial protection, livelihoods, youth and adolescent development, and water were implemented with the support of non-governmental organizations “civil associations” and voluntary initiatives.

  • Distribution of 35 electric chairs for people with disabilities, which the Ministry received last September through a Chinese grant.

  • The installation of 584 upper and lower prostheses for 530 beneficiaries, during the second camp for the installation of prostheses for the wounded Syrian Arab Army and people with disabilities, which was set up by the Ministry in cooperation with the Indian Embassy in Damascus last October.

In the field of social insurance:

  • 7166 loans granted to retirees, with a financial value of more than 8 billion and 137 million Syrian pounds.

  • More than 1 million 789 documents archived.

  • 32,870 the number of decisions to join the service, return the compensation, and raise the percentage.

  • 11 billion and 41 million, the value of decisions to join the service and return compensation.

  • Raising the ceiling of pensioners’ loans to 2 million Syrian pounds instead of 1 million pounds, as of the beginning of next year.

  • Raising the loan ceiling for the institution’s employees to 3 million pounds instead of 2 million pounds.
