Kirchheim has no money for PV and solar thermal subsidies

That sounds good and up-to-date: a funding program for photovoltaic systems and solar thermal energy.
But Kirchheim has no money for it.

– In March, the CSU parliamentary group submitted an application for the municipality of Kirchheim to set up a funding program for photovoltaic systems and solar thermal energy.
But the very tight budget does not offer any scope for this, and on the other hand no funding is necessary.
The motion was rejected by a vote of 17 to 1.
Beate Neubauer (CSU) justified her parliamentary group's motion with the current geopolitical tensions and rising energy and gas prices.
"The community could be guided by the funding program of the state capital of Munich, the target group should be private households."
Not a duty of the community
The administration examined the application and came to the conclusion that such a municipal support program is not a mandatory task of a municipality, but a voluntary service.
However, these may only be provided if the mandatory tasks have been completed in advance.
However, this municipal funding program would have to be paid for entirely with funds from your own budget.
However, since the budget situation is and will remain tense in the coming years due to the many projects, the administration is of the opinion that such a municipal support program cannot be financed.
In addition, there are already KfW funding programs for such systems.

For this reason too, the administration sees no reason to enact another program that would put an additional burden on the budget.

Based on these statements, Neubauer has now withdrawn her application and asked for a resubmission if money is available: "It is important to me that not only geothermal energy and AFK are promoted, but also PV systems."
Incentive for homeowners
Wolfgang Heinz-Fischer (VFW) came to a different conclusion.
“In Kirchheim there are very few solar and PV systems on the roofs of the houses that were built before 1990.
From my point of view, such a support program would now be a great incentive for these homeowners to become active.” Franz Glasl (JU), who is planning a PV system on Lake Heimstetten himself, said, “It is not the task of a municipality to do such private ones to promote facilities.
In addition, the PV system pays for itself very quickly due to the high electricity price, even without subsidies.” Stephan Keck (SPD) added that the municipality made its own roofs available for PV systems free of charge.
The councilors rejected the application with a large majority.
