The Kochler municipal council was now dealing with an application for a free senior citizen and social ticket for certain population groups.

Kochel am See – SPD local councilor Klaus Barthel had submitted the application.

He calls for the introduction of a "senior citizen and social ticket for free use of the RVO buses" for community citizens over 65 years of age, for schoolchildren, trainees and the severely disabled as well as for recipients of basic security benefits.

According to Barthel, the Kochler administration should develop a personalized, electronic annual pass for the area of ​​the Oberland-Werdenfels route network.

As an example, he named the communities in the Tegernsee valley, where something like this already exists.

Can you involve the neighboring communities?

Barthel also demanded that Mayor Thomas Holz (CSU) contact the neighboring communities to see if they wanted to get involved in the model.

A participation of the district "is to be examined".

For Kochel, Barthel expects costs of between 25,000 and 30,000 euros, "although this is a matter for negotiation with the RVO and also depends on the intensity of use".

After a test phase, in which you can see how things are going, you should put the money in the budget.

At 4.90 euros for a single trip, the RVO is not exactly cheap, Barthel said at the meeting.

In addition, holiday guests could already take the bus for free.

"Many cooks don't understand that," he said.

But they should also be given the opportunity to switch easily to public transport.

Landkreis-Süden will join the MVV at the end of 2023

The Kochler SPD had already announced the idea for the ticket in the summer (we reported).

In consultation with Barthel, however, one had waited to see which successor regulation would be found nationwide for the 9-euro ticket, Holz said at the meeting.

The mayor essentially welcomed Barthel's application, "but he ignores a few essential facts".

Because the southern district will become a member of the MVV tariff association in December 2023.

According to Holz, it makes no sense to start negotiations with the RVO now, especially since the free ticket with your own ticket cannot be pounded out of the ground within a few months.

In the MVV there are also various special fare offers for these groups.

And there will soon be a 49-euro ticket nationwide.

In Kochel, the mayor calculated that, according to Barthel's proposal, 1,665 people would be eligible to apply for the free ticket.

Holz doubted that the 25 to 30,000 euros cited by Barthel would be enough to finance it.

"We assume at least 40,000 euros."

"Don't spark a envy debate with tourism"

Holz also criticized Barthel for opening a "envy debate" in terms of tourism.

The guest RVO card is refinanced through the resort tax.

Barthel didn't want to believe that and said: "The district will definitely pay something," which in turn brought Holz to the brink of bewilderment.

"That would be cool if the district would pay for it," he said mockingly.

The guest RVO card would have cost the community 70,000 euros this year, compared to income of 500,000 euros from the resort tax.

Frank Sommerschuh (FW) inquired about details about the MVV negotiations, also with a view to Walchensee and the other routes.

"Discussions are currently underway with the district of Garmisch-Partenkirchen," said Holz.

Markus Greiner (Junge Liste) accused Barthel of "putting in an incorrect application again" and spoke of a "social-democratic bubble".

In addition, he lacks a proposal for financing.

Alte Straße area: RVO planning is still ongoing

It was finally agreed that Barthel would withdraw his application in relation to the RVO and that Holz would hold talks with the MVV in the coming months on the feasibility of this topic.

What about the plan to use RVO buses to drive to the Alte Straße/Am Sonnenstein area?

This application from the Kochler CSU parliamentary group fell on fertile ground in the municipal council in May (we reported).

"The RVO is still checking whether this area can be approached," said Holz when asked.

Results are expected to be announced in the spring.

The area could then be approached "at the earliest" with the new timetable change - i.e. in December 2023.
