A new provision included in the draft implementing decree on the reform of unemployment insurance remains across the throat of trade unions.
This reform will modulate the compensation rules according to the national unemployment rate.
The draft decree sent to the social partners on Friday provides for a further tightening, with a reduction of 40% compared to the current situation (one day worked, one day contributed) if the unemployment rate fell to 6% on average in mainland France.

“To discover in the draft decree an even harsher provision for the unemployed without it having been discussed in the consultation with the social partners, it is pure disloyalty on the part of the government”
, protests Laurent Berger, the general secretary of the CFDT.
The reform provides that from February 1, the duration of compensation in opening of rights greater than six months fall by 25% if the unemployment rate remains below 9%.
In November, Olivier Dussopt, the Minister of Labour, had warned that the conversion rate could be tightened a second time;
but he then evoked an unemployment rate rather around 5%.

This draft decree will be examined on January 10 by the National Commission for Collective Bargaining, on which sit representatives of employers and trade unions.
The new rules will apply to all employees registering with Pôle emploi from February 1, except those whose dismissal procedure
“was initiated before this date”

The decree ends on December 31, 2023. The social partners must negotiate new rules for January 1, 2024.
